SUBJECT:

A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE FINANCE AND CITYWIDE PROJECTS COMMITTEE AND TAKING THE FOLLOWING ACTIONS RELATING TO THE 2019 MIAMI BEACH PRIDE EVENT: (1) APPROVING WAIVERS OF SPECIAL EVENT FEES IN AN AMOUNT NOT TO EXCEED $30,893.25, AND APPROVING CITY SPONSORSHIP FUNDING IN THE AMOUNT OF $73,000, FOR A TOTAL CITY SPONSORSHIP PACKAGE VALUED AT $103,893.25; AND (2) FURTHER APPROVING AND AUTHORIZING THE CITY MANAGER AND CITY CLERK TO EXECUTE A SPONSORSHIP AGREEMENT WITH THE EVENT ORGANIZER.


RECOMMENDATION

The Finance and Citywide Projects Committee recomends sponsoring the 2019 Gay Pride Festival in the amount of $73,000 and providing a waiver of special event fees in the amount of $30,893.25, reflecting a total sponsorship commitment from the City of $103,893.25.

ANALYSIS

 The Miami Beach Gay Pride (“Event Organizer”) brings together members of the lesbian, gay, bisexual, and transgender (“LGBTQ”) community, their friends, allies, and supporters in celebration of the unique spirit and culture of the LGBTQ community.

Since 2008, the Miami Beach Gay Pride Festival (the “Event”), scheduled to take place in Lummus Park, between 11th & 14th streets from April 6-7, 2019, has been an annual public and fundraising event benefiting the South Florida LGBTQ community with programs that keeps a free and safe environment for the whole community.

During the June 27, 2018 City Commission meeting, at the request of Commissioner Michael Gongora, the Event producers requested the City waive special event fees in the amount of $30,893.25. The request was referred to the July 13, 2018 Finance and Citywide Projects Committee (“FCWPC”).

During the July 13, 2018 FCWPC meeting the Event Organizer, in addition to requesting the City waive special event fees, the Event Organizer also requested the City to provide a cash sponsorship the Event in the amount of $73,000.

The special event fees represent $250.00 in application fees, $500.00 in permit fees, $5,250 in vehicle beach access passes, $10,911 in square footage fees, $5,405 in Police Administrative fees, and $8,577.25 in Lummus Park user fees, for a total waiver of $30,893.25. The Event Organizers requested that the City's $73,000 sponsorship support would cover third party vendor costs.

The Event Organizer has requested the City to provide a cash sponsorship the Event in the amount of $73,000 and special event fee waivers in the amount of $30,893.22, for a total City sponsorship committment of $103,893.25.

 

Pursuant to the new special event funding guidelines set forth in Ordinance 2018-4171, the City Commission, on July 2, 2018, referred this item for consideration to the Finance and Citywide Projects Committee ("FCWCP") during the FCWCP July 13, 2018 meeting.

 

Pursuant to Sec. 12-7(a) of Chapter 12 (Arts, Culture and Entertainment) of the City Code, any request for City Sponsorship of an event shall only be considered through the City Commission's annual budget process. All other requests for City sponsorship, pursuant to 12-7(b) shall require "(I) an advisory recommendation of the Finance and Citywide Projects Committee; and (ii) by a five-sevenths (5/7th) vote, of the City Commission," and 12-7(c) states that 'in considering approval of a Sponsorship for an event, "the City Commission may consider (i) whether the event organizer has exercised good-faith diligent efforts to apply for grant funding that may be available from the City's Visitor and Convention Authority ("CVA" or Cultural Arts Council ("CAC"); (ii) the Event organizer's history and performance in delivering quality Events, (iii) any benefits being directly provided to the general public with respect to the Event, such as free or discounted tickets to persons residing in the City of Miami Beach, seniors, veterans, or member of disadvantaged groups; (iv) whether the event is accessible to the general public (either as a ticketed eVent or otherwise); (v) the demonstrable economic impacts associated with the Event; (vi) the demonstrable media commitments secured by the Event organizer for the Event; or (vii) the efforts undertaken by the Event organizer to mitigate any quality of life impacts associated with the Event, including noise, littering, traffic or parking impacts associated with an Event."

 

Although the ordinance is not effective until October 2018, the event consideration for sponsorship would respond to the guidelines in the following manner:

 

1. Has the event applied for CAC or VCA? The Event organizer intends to apply to the Miami Beach VCA 2018-2019 grant cycle and can be awarded approximately $40,000 under the special events reoccurring category. Note: normally events which are receiving support from CAC or VCA would not be recommended for further City support.

2. How many years has the event been active on Miami Beach? In this case, the event has been active for 10 years.

3. Does the event generate significant room nights on Miami Beach? This Event Producers report the annual event normally demonstrates approximately 600 hotel nights on Miami Beach. However, the event has not undergone a room night audit.

4. What is the public benefit provided by the event? The event provides the following public benefits:

  • Free and open entrance to the public

  • Free HIV and STD screenings via various community partners

  • Youth Safe Zones

  • Lameda Living Senior Lounge

CONCLUSION

Based on the longstanding history of the event taking place in Miami Beach and providing public benefit, FCWPC recommended approval of the cash sponsorship and fee waivers.

With City Commission authorization, the City Manager and City Clerk will execute a sponsorship agreement.
