| | SUBJECT: | A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, CALLING FOR A SPECIAL ELECTION ON AUGUST 28, 2018, FOR THE PURPOSE OF SUBMITTING TO THE ELECTORATE OF THE CITY OF MIAMI BEACH, FLORIDA A BALLOT QUESTION ASKING WHETHER CITY CHARTER SECTION 1.03(B)(3) SHOULD BE AMENDED TO REQUIRE APPROVAL BY A MAJORITY OF THE VOTERS VOTING IN A CITY-WIDE REFERENDUM FOR ANY SALE, EXCHANGE, CONVEYANCE OR LEASE OF TEN YEARS OR LONGER OF CITY-OWNED PROPERTY IN THE CIVIC AND CONVENTION CENTER DISTRICT (EXCEPT FOR THE MIAMI BEACH CONVENTION CENTER AND CARL FISHER CLUB HOUSE), INSTEAD OF APPROVAL BY 60 PERCENT OF THE VOTERS VOTING IN A CITY-WIDE REFERENDUM. |

| | | | | | | | RECOMMENDATION
| At the February 14, 2018 City Commission meeting, the Mayor and City Commission directed the City Attorney to prepare a ballot question to amend City Charter Section 1.03(b)(3), to require approval by a majority of the voters voting in a City-wide referendum for any sale, exchange, conveyance or lease of ten years or longer of City-owned property in the Civic and Convention Center District (except For The Miami Beach Convention Center and Carl Fisher Club House), instead of approval by 60 percent of the voters voting in a City-wide referendum.
The direction also instructed the City Attorney to bring the Resolution to approve the subject ballot question and call for a special election at the earliest permissible date. The May 16, 2018 City Commission meeting is the earliest date that the Resolution could be brought before the City Commission, for placement on the ballot for the August 28, 2018 primary election.
I have prepared the attached Resolution for the City Commission’s consideration. Commissioner Gongora has agreed to sponsor this item.
