The City of Miami Beach Office of Housing and Community Services serves those in our community who find themselves in need of various types of personal support. The Office of Housing and Community Services provides street outreach and operates the only municipal walk-in center in Miami-Dade County serving homeless people. In addition to providing shelter, the Team offers the following supports for people trying to leave the streets, including: identification document replacement, relocation services, short-term employment and job training, and support groups.
In support of its mission, the Office of Housing and Community Services seeks to solicit proposals to provide emergency shelter beds, with care coordination services to homeless individuals from the City of Miami Beach, in accordance with the priorities and goals identified in the City of Miami Beach 2013-2017 Consolidated Plan and the City’s Key Intended Outcomes.
Additionally, the successful proposer(s) will be required to comply, at a minimum, with the Standards of Care applying to Emergency Care Facilities, enacted by the Miami-Dade County Homeless Trust (Trust). All proposer(s) must demonstrate the extent to which they support the goals of the local Continuum of Care Plan, and meet the priorities identified in this request for applications. All Proposers will be required to participate in the Trust’s Homeless Management Information System (HMIS) and comply with established referrals. All proposers are strongly encouraged to accept shelter placements 24 hours per day.
Services must focus on stabilization, needs assessments and a housing plan leading to transitional or permanent housing. These beds must be available for occupancy on October 1, 2018.
Proposers must be able to provide the following for clients served under this RFP:
- Agree to accept the initial care plan submitted by the City at the time of client’s placement in shelter;
- Ensure that care plan timelines are being met;
- Notify the City if client is failing to meet the terms of his/her care plan including timelines;
- Share all client case notes created during client’s stay at shelter; and
- Notify the City of the client’s discharge and destination.
The City expects to obtain up to fifteen (15) shelter beds for single men.

b. Must ensure that lead Care Coordination staff attends Project Safe training
