The park share concept is a technology platform that matches drivers with parking spaces through a website and/or mobile application. The service lets drivers book commercial and/or private parking spaces via a mobile application or website, allowing property owners to make money from their underused spaces by opening them up to drivers looking for parking. Additionally, the park share concept allows drivers to sell their City-owned metered, garage or surface lot parking spots to others. If a driver is in a City-owned parking spot and plans to leave, the driver can put it up for sale, and even create a virtual bidding war where potential buyers can outbid one another. The driver holding the City-owned parking spot waits to pull out of the spot until the winner of the bidding war claims the parking spot. The park share concept is similar to other sharing economy services, such as Airbnb.

On April 9, 2018, the Transportation, Parking & Bicycle-Pedestrian Facilities Committee (TPBPFC) met and unanimously passed the below motion regarding the park share concept:  

The TPBPFC endorses the park share concept for commercial businesses only. Furthermore, the TPBPFC strongly recommends the following:  

1.     The City should not endorse nor utilize services of any park sharing operations in any City garage or surface lots; and  

2.     The City should pass legislation forbidding the use of park share type operations at single-family homes.  

Attached is a copy of LTC # 201-2018, that details the motion by the TPBPFC.  

I would like the City Commission to discuss the motion passed by the TPBPFC at the May 16, 2018 Commission meeting.
