A discussion of the February 23rd Finance and Citywide Projects Committee recommendation concerning coupling both the above and below ground aspects of neighborhood improvement projects. As some projects have been conducted, the above ground portion has not been funded with potential risk to the aesthetic value of the areas and resident perception of city performance.
