COMMISSION MEMORANDUM

TO:Honorable Mayor and Members of the City Commission
FROM:Commissioner Kristen Rosen Gonzalez
DATE:March  21, 2018

SUBJECT:DISCUSSION REGARDING SPRING BREAK 2018, AND THE CITY'S INADEQUATE PREPARATION FOR THE INFLUX OF LARGE NUMBER OF COLLEGE STUDENTS.

ANALYSIS

Please place a discussion regarding Spring Break 2018 as an emergency item for immediate consideration on the March 21, 2018 Presentations & Awards Commission Meeting.

It appears that the City was not adequately prepared for the foreseeable influx of large numbers of college students during Spring Break 2018. I would like an explanation of the City’s Spring Break strategy for crowd and traffic management, parking regulation, public safety, beach cleanup, and the early evacuation of Ocean Drive/closing of sidewalk cafes from 6:00 p.m. to 10:00 p.m. depending on crowd size. Additionally, I would like the Commission to consider retaining a consultant to review the City’s plans for high impact events.

Attached please find an email from Gerald and Trisha Posner, regarding the reckless behavior that they have witnessed during Spring Break 2018.

The City of Miami Beach welcomes spring breakers that come to have fun and enjoy our beautiful beaches. However, their behavior cannot negatively affect our residents, businesses or other visitors.
