| After presentation to the Finance and Citywide
Projects Committee (FCWPC) on March 13, the recommendation is to amend the FY
2017/18 Operating Budget to allow for police officers to be deployed to Miami
Beach schools. |

Following the Parkland tragedy, several
items (C7 AF, R9 L, R9 R) relating to school safety measures were placed on the
March 7, 2018 Commission meeting agenda. At the meeting, the Mayor and
Commissioners expressed a strong interest in a stop-gap measure to place Miami
Beach police officers in Miami Beach schools as soon as logistically possible
and until the end of the school year, thus leaving time for City and Miami-Dade
County Public Schools (MDCPS) leaders to develop a Memorandum of Understanding
(MOU) addressing all security concerns.

Morales explained that hiring and training new officers is a lengthy process
and that the only way to place police officers in schools rapidly, without
diminishing public safety coverage elsewhere in the city, is through overtime.
The Mayor and City Commission referred this discussion to the FCWPC, asking for
a budget to be developed and ready for consideration at the March 21 City
Commission meeting.
Chief Oates presented a budget to the FCWPC
placing one officer in or right outside (pending agreement with MDCPS School
Board) the six public schools in Miami Beach during the 48 remaining schools
days, starting on April 2, 2018. The total cost of this plan is $182,000. |
