SUBJECT:

A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE CITY MANAGER TO EXECUTE A SUPPLEMENTAL WORK ORDER WITH SHIFF CONSTRUCTION & DEVELOPMENT, INC., FOR THE BISCAYNE POINT ISLAND ENTRANCE ENHANCEMENT PROJECT, IN THE NOT-TO-EXCEED AMOUNT OF $47,296.87, PLUS OWNER'S CONTINGENCY IN THE AMOUNT OF $4,729.00, FOR A TOTAL AMOUNT OF $52,025.87, UTILIZING THE COMPETITIVELY BID NATIONAL JOINT POWERS ALLIANCE (NJPA) COOPERATIVE CONTRACT; TO BE FUNDED WITH PREVIOUSLY APPROPRIATED FUNDING IN THE CAPITAL BUDGET.


RECOMMENDATION

The Administration recommends adopting the Resolution.

ANALYSIS

Construction of the Biscayne Point Island Neighborhood project started in March 2009 and was substantially completed in October 2013. As part of the Substantial Completion punch list, the Biscayne Point Island residents requested additional items to be incorporated into the scope of the project and enhance the entryway to the island, the requested modifications include: hardscape improvement, new landscaping areas, enhanced landscaping, irrigation , structural modifications to existing columns, installation of new column lights, new neighborhood entrance monument and improvements to the guardhouse including; new roof, windows, lighting and paint.

Through the NJPA process, Shiff Construction & Development, Inc. was identified as the contractor that has the qualifications and experience in performing the renovations along the entryway of Biscayne Point Neighborhood. On July 8, 2016 the Contractor submitted a proposal utilizing the NJPA cooperative contract system, through the Gordian Group, for the above scope of services in the amount of $222,748.37. The Gordian Group is the local representative managing the IQC NJPA (Indefinite Quantity Contract for Construction Services).

Modifications to the original scope were required during the construction phase, such as structural and electrical upgrades to the existing columns; additional costs related to the design and manufacturing of the custom column lights; removal of the entrance monument from the scope; and inclusion of conduits for landscaping up lights. The neighborhood entrance monument was removed from the scope to allow for the development of the final concept by the Home Owner Association (HOA) and the Planning Department.

On October 2, 2017, a supplemental work order was submitted by Shiff Construction & Development, Inc, for the preceding scope of work, which resulted in a contract increase of $26,913.63, for the total contract amount of $249,662.00.

The final concept for the neighborhood entrance monument was approved by the Biscayne Point Island Neighborhood HOA and Planning Department. In February 2018 the supplemental work order No. 2, in the amount of $47,296.87 (Exhibit A) was submitted by Shiff Construction for the following scope of work: reestablishing the previously removed task of design, permitting and construction of the entrance monument sign; changes to the design and construction of the fencing; and modifications to the landscaping up lights. The fencing modification was a result of the Building Department requirements. The HOA requested the modification to the landscaping up lights.

The supplemental work order No. 2 cost proposal was reviewed by CIP and the Gordian Group and was found to be fair and reasonable. The total amount for this NJPA contract, including supplemental work order No. 2 is $296,958.87.

CONCLUSION

The Administration recommends adopting the Resolution.
