SUBJECT:

A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE CHANGE ORDER NO. 1 TO THE AGREEMENT BETWEEN THE CITY AND BERGERON LAND DEVELOPMENT INC. FOR DESIGN BUILD SERVICES FOR THE WEST AVENUE BRIDGE AND PEDESTRIAN BRIDGE OVER COLLINS CANAL (RFP NO. 2016-062-KB) (THE "AGREEMENT"), WITH SUCH CHANGE ORDER NO. 1 IN THE AMOUNT OF $350,000, TO PROVIDE FOR ADDITIONAL ENHANCEMENTS TO THE AESTHETICS OF THE PEDESTRIAN BRIDGE, INCLUDING ARCHITECTURAL PANELS AND DECORATIVE LIGHTING.


RECOMMENDATION

The Administration recommends approving the Resolution.

ANALYSIS

On December 16, 2015, the City Commission directed the Administration to prepare and issue a Request for Proposals (RFP) for design build services for the West Avenue Bridge over the Collins Canal, with an option to include a pedestrian bridge at Lincoln Court over Collins Canal.

On April 27, 2016, the City Commission awarded the contract for design build services for the West Avenue Bridge and Pedestrian Bridge over Collins Canal (RFP No. 2016-062-KB) to Bergeron Land Development Inc, in the amount of $9,930,000. The scope of work also included street lighting, pedestrian lighting, signage and pavement markings, new vehicular and pedestrian signals on Dade Boulevard and West Avenue, utility relocation and/or adjustments, and drainage.

On January 17, 2018, a capital budget amendment was approved and included an item for $440,000 to be added to the project for the increased cost of the pedestrian bridge to enhance the aesthetics and add decorative lighting as requested by the neighborhood association.

The West Avenue Neighborhood Association (WAvNA) requested that the overall aesthetics of the pedestrian bridge be enhanced. The enhancements include aluminum paneling, powder coating, and LED lighting (see attached architectural plans).

Change Order No. 1 to the Agreement includes fabricating and installing the bridge to provide the requested aesthetic improvements of architectural panels and decorative lighting.

Included in the original contract, $90,000 had been earmarked for landscaping and was to be paid from the project contingency. This effort will be removed from the Contractor’s responsibilities and the landscape enhancements along Dade Boulevard will be performed using City’s in-house forces as a cost savings measure.

Change Order No. 1 will increase the Agreement in the amount of $350,000 for a new contract total of $10,280,000.

The remaining $90,000 appropriated as part of Capital Budget Amendment No. 2 will be used to fund landscape enhancements along Dade Boulevard with City’s in-house forces.

CONCLUSION

The Administration recommends that the Mayor and City Commission of the City of Miami Beach, Florida accept the recommendation of the City Manager to approve Change Order No. 1 for expanding the current scope of the Contract for Design Build Services for the West Avenue Bridge and Pedestrian Bridge over Collins Canal (RFP No. 2016-062-KB) to Bergeron Land Development Inc., in the amount of $350,000.
