The administration recommends that the Mayor and City Commission of the City of Miami Beach, Florida approve the City Manager’s recommendation pertaining to the addition of Advanced Roofing, Inc., pursuant to ITB 2017-049-WG, Building and Specialty Trade Contractors for Minor Projects.

In order to respond expeditiously to various maintenance needs across all City facilities, the Administration maintains a list of prequalified maintenance contractors that can be assigned urgent work on a time and material basis, or from whom quotes can be sought for work of a less urgent nature.

To address this need, the Administration issued Invitation to Bid (ITB) 2017-049-WG, Building and Specialty Trades Service. Bids were received on May 31, 2017. On July 26, 2017, the Mayor and City Commission accepted the City Manager’s recommendation to award contracts to responsive, responsible bidders, including: Design-Build InterAmerican, Inc.; Delcons, Inc.; Lee Construction Group, Inc.; Florida Lemark Corp.; Halcyon Builders, Inc.; Ceepco Contracting, LLC; A and J Roofing Corp.; Master Mechanical Services, Inc.; Decktight Roofing Services, Inc.; Therma Seal Roof Systems, LLC; Government Business Development, LLC; and Team Contracting, Inc. The July 26, 2017, commission agenda memorandum is attached.

However, the July 26, 2017, award recommendation contained an inadvertent error that omitted an award recommendation to Advanced Roofing, Inc. Advanced Roofing submitted a timely response and met the requirements of the Invitation to Bid for the following categories of work: Roofing Contractor, Roof Deck Contractor, Structural Steel Erection, Waterproofing Contractor, and Master Air Conditioning Unlimited. As such, Advanced Roofing should have been recommended for award.

The purpose of this item is to correct the inadvertent error that omitted Advanced Roofing from the award recommendation presented to the City Commission on July 26, 2017.

After considering the bid response from Advanced Roofing Inc., pursuant to ITB 2017-049-WG, I recommend that the Mayor and City Commission of the City of Miami Beach, Florida, approve the award of Advanced Roofing, Inc. as a responsive, responsible bidder for both the time and materials and pre-qualified pool award options, and further authorize the Mayor and City Clerk to execute a contract as follows for the listed categories:

• Roofing Contractor,
• Roof Deck Contractor,
• Structural Steel Erection,
• Waterproofing Contractor,
• Master Air Conditioning Unlimited.

All expenditures pursuant to this contract will be based on approved funding appropriated to the respective department’s budget.
