Please place a discussion item on the December 13, 2017 City Commission agenda to discuss special permitting requirements for bicycling events that pass through Miami Beach and disrupt traffic.

On the morning of November 17, 2017 (7:00 a.m. to 11:00 a.m.), the Bicycle Peloton event took place and greatly disrupted weekday rush hour traffic in Miami Beach.  This event was not permitted and created potential public safety hazards and an unnecessary burden on residents. (See attached event route.)

I would therefore like to discuss permitting requirements for this type of events and the history of the entities that in the past have or have not received permits in order to explore what the City could do to mitigate negative impacts of these events and ensure that they do not occur without proper review and approval.
