SUBJECT:DISCUSS CREATING A DEDICATED SOCCER FIELD AT BISCAYNE ELEMENTARY SCHOOL.

RECOMMENDATION

Commission direction on the construction of a soccer field on the jointly-owned land adjacent to Biscayne Elementary.

ANALYSIS

The Parks and Recreation Department has a need for additional recreational field space. Given the City’s interest in revitalizing North Beach and North Beach Resident’s participation in soccer programs, recreational improvements would best service this area.

 

The City of Miami Beach and the School Board of Miami-Dade County jointly own a parcel of real property located adjacent to Biscayne Elementary School, for use of park and playground recreational purposes. Pursuant to the Joint Use Agreement between the City and the Board as referenced in Resolution No. 2001-24599 (Exhibit A), the City has the right to utilize the jointly owned area after-school hours.

 

Administration is recommending the City look into the viability of building a soccer field within the shared land, adjacent to the School. After an assessment of the current conditions of the athletic fields, the Parks and Recreation Department has determined that the field needs several improvements before it is open to the public for recreation; such as installation of a fence to separate school grounds from the field, installation of irrigation, safety netting between the soccer goal and basketball courts, sod, a drinking fountain, and the purchasing of soccer goals. This area does not have public restrooms.

 

Below are the above mentioned improvements necessary with itemized estimated pricing:

 

  • $7,500             New Fence along South to North as needed to secure and         

                            separate the new sports field

  • $7,500             Netting

  • $50,000           Sod/Grading

  • $75,000           Irrigation

  • $6,500             Drinking Fountain

 

The total budget necessary for improvements is $146,500. The improvements can be divided into two phases in order to open to the public after the initial improvements; however, the department recommends completing all the improvements at one time.

 

From a budgetary standpoint it is also important to consider that the estimated annual operational budget needed for the maintenance of the area. Grounds maintenance, water and electrical will be an estimated $10,000.00 each year.
