| SUBJECT: | DISCUSSION REGARDING A WATERLESS CAR WASH RFP AT GARAGES |

| | | | | | | | HISTORY:
On October 18, 2017, the Mayor and Commission approved Item No. C4E, entitled, “Referral to the Finance and Citywide Projects Committee, to discuss Waterless Car Wash RFP at Garages”.
Historically, the City has not offered car wash services at it parking facilities. This was primarily due to environmental issues related to chemical detergents and water reclamation requirements. The car wash service industry has evolved over time and these issues have been addressed to a great extent.

| | | | | | | | ANALYSIS:
Car wash services are an amenity at many other parking facilities in the region. These types of services are convenient, customer friendly, and an added revenue stream to the City beyond parking revenues.
Subject to City Commission approval, car wash services could be considered an “Accessory” to the main use of a garage requiring its operations to take place completely within the confines of the garage.
Please note the City Hall Garage, 17th Street Garage, and Pennsylvania Avenue Garage are all located within the CCC (Civic and Convention Center) District. Pursuant to City Code Section 142-362, “Main permitted use”, car wash services is not identified as a permitted use and could only be approved after the Mayor and Commission hold a public hearing.

| | | | | | | | CONCLUSION:
A waterless car wash service would be a welcomed amenity to our municipal garage customers. It is consistent with the City's resiliency initiatives as well as a revenue enhancer for the parking system. Therefore, the Administration recommends the addition of this amenity. If the FCWPC endorses this initiative, the Administration further recommends, it be procured through a formal competitive procurement process. The Administration is seeking direction on this matter.
