SUBJECT:REQUEST RATIFICATION OF ITEMS APPROVED BY CITY MANAGER PURSUANT TO RESOLUTION NO. 2017-29955.

RECOMMENDATION

Approve ratification items approved by the City Manager listed in Attachment A.

ANALYSIS

Between the City Commission meeting on July 26, 2017, and the first regularly scheduled City Commission meeting on September 13, 2017, the City Commission was in recess and not scheduled to be in session. During this period, there were bids or contracts in excess of $50,000, which required rejection, selection, award, negotiation or termination. The City Commission has historically, during its August recess, authorized the City Manager to, as needed, select, negotiate, award and/or reject bids, execute contracts and agreements, submit grant applications, renew existing contracts that may expire, and terminate existing contracts, subject to subsequent ratification by the City Commission.

 

Therefore, on July 26, 2016, the City Commission adopted Resolution No. 2017-29955 authorizing the City Manager, or his designee to, as needed, select, negotiate, award, and/or reject all bids, execute contracts and agreements, submit grant applications, renew existing contracts that may expire, and terminate existing contracts, during the recess period between the last City Commission meeting on July 26, 2017 and the first regularly scheduled City Commission meeting on September 13, 2017, subject to ratification by the City Commission at its first regularly scheduled meeting on September 13, 2017.  However, the items in Attachment A were inadvertently omitted from the ratification item presented to City Commission at the first regularly scheduled City Commission meeting in September. 


CONCLUSION

The Administration recommends that the Mayor and City Commission authorize ratification of the items the City Manager, or his designee, authorized to, as needed, select, negotiate, award, and/or reject all bids, execute contracts and agreements, submit grant applications, renew existing contracts that may expire, and terminate existing contracts, during the recess period between the last City Commission meeting on July 26, 2017 and the first regularly scheduled City Commission meeting on September 13, 2017.


FINANCIAL INFORMATION

All expenditures will be based on funds approved through the City's budgeting process.
