The Edward Byrne Memorial Justice Assistance Grant (JAG) Program (42 U.S.C. 3751(a)) is the primary provider of federal criminal justice funding to state and local jurisdictions. The JAG Program provides states and units of local governments with critical funding necessary to support a range of program areas.
JAG funds may be used for state and local initiatives, technical assistance, strategic planning, research and evaluation (including forensics), data collection, training, personnel, equipment, forensic laboratories, supplies, contractual support, and criminal justice information systems that will improve or enhance such areas as:
- Law enforcement programs.
- Prosecution and court programs, including indigent defense.
- Prevention and education programs.
- Corrections and community corrections programs.
- Drug treatment and enforcement programs.
- Planning, evaluation, and technology improvement programs.
- Crime victim and witness programs (other than compensation).
The Department of Justice requires that prior to application submission the applicant agency must make information on the JAG grant available to the governing body. As such, the purpose of this agenda item is to make information regarding the Fiscal Year 2017 JAG application available to the public. In addition to this agenda item, information regarding this grant is on the City’s website at: www.miamibeachfl.gov with an opportunity for public comment.
Justice Assistance Grant funds cannot be used to replace or supplant non-federal funds that have been appropriated for the same purpose. Funds can be used to supplement, or add to an existing program.
The Administration requests approval to submit a grant application to the US Department of Justice, Edward Byrne Memorial Justice Assistance Grant (JAG) Program for FY 2017 funding in the amount of $68,114 for Police Department Priorities. This grant support the key intended outcome to enhance public safety and emergency preparedness and does not require matching grants.
