| SUBJECT: | A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING
THE CITY MANAGER, OR HIS DESIGNEE, TO APPLY FOR, ACCEPT,
AND APPROPRIATE FUNDING (INCLUDING MATCHING FUNDS AND
ANY RELATED CITY EXPENSES), AND NEGOTIATE, SUBMIT, AND
EXECUTE ANY AND ALL DOCUMENTS OR AGREEMENTS IN
CONNECTION WITH THE FOLLOWING GRANTS, FUNDING
REQUESTS AND AGREEMENTS: 1) APPROVAL TO NEGOTIATE,
SUBMIT, AND EXECUTE A THIRD AND FINAL CONTRACT RENEWAL
IN THE AMOUNT OF $333,258 WITH THE CHILDREN'S TRUST FOR
THE CITY'S AFTER-SCHOOL AND SUMMER CAMP PROGRAM; 2)
APPROVAL TO NEGOTIATE, SUBMIT, AND EXECUTE A THIRD AND
FINAL CONTRACT RENEWAL IN THE AMOUNT OF $312,550 WITH
THE CHILDREN'S TRUST FOR THE CITY'S YOUTH ENRICHMENT,
EMPLOYMENT AND SUPPORTS PROGRAM (MIAMI BEACH ALL
STARS); 3) APPROVAL TO APPLY FOR, ACCEPT, AND APPROPRIATE
FUNDING IN THE APPROXIMATE AMOUNT OF $200 FROM THE
ADVOCACY NETWORK ON DISABILITIES. |

| 1. Approval to negotiate and submit a third and final contract renewal in the amount of $333,258 with the Children’s Trust for the City’s After-school and summer camp program.
The Children’s Trust funded After-school and summer camp program provides services for children who reside primarily in Miami Beach. Activities include literacy and homework help, dance, nutrition education, physical fitness and social skills building. The City also works with agencies to develop and implement appropriate accommodations for children with disabilities and behavior management needs. Healthy snacks are provided.
The Administration requests authorization to negotiate and execute a third and final contract renewal in the amount of $333,258, with the Children’s Trust to deliver after-school and summer camp programs for elementary and middle school children. The contract renewal will be for a term of 12 months, commencing August 1, 2017 and ending July 31, 2018. This grant does not require matching funds. This project supports the key intended outcome to induce public school accountability mainly at Middle School.
2. Approval to negotiate and submit a third and final contract renewal in the amount of $312,550 with the Children’s Trust for the City’s Youth Enrichment, Employment and Supports Program (Miami Beach All Stars).
In addition to the After-school and summer camp program mentioned above, the Administration also requests approval to negotiate and submit a third and final contract renewal of funding with the Children’s Trust for the Youth Enrichment Program to continue funding for the existing Miami Beach All Stars Program. The Miami Beach All Stars program is a best practice program that seeks to promote academic success and personal development for sixth, seventh and eighth grade economically and educationally disadvantaged students in the City of Miami Beach. The City’s program is primarily focused on STEM (science, technology, engineering and math).
The Administration requests authorization to negotiate and execute a third and final contract renewal in the amount of $312,550, with the Children’s Trust for the All Stars program. The contract renewal will be for a term of 12 months, commencing August 1, 2017 and ending July 31, 2018. This project supports the key intended outcome to induce public school accountability mainly at Middle School.
3. Approval to accept funding in the approximate amount of $200 from The Advocacy Network on Disabilities.
The Advocacy Network on Disabilities was founded in 1975 as the Community Committee for Developmental Handicaps. The organization works to improve public policy, legislation and service delivery systems. The Advocacy Network on Disabilities receives funding from the Children’s Trust, which it can provide to partner organizations. If approved, the City requests approval to accept an allocation of funding from the Advocacy Network on Disabilities to support its inclusion program. These funds, in the approximate amount of $200, will be used to purchase supplies. Matching funds are not required and this project supports the key intended outcome to achieve educational (K-12) excellence.

| Based on the aforestated analysis, the Administration recommends that the Mayor and City Commission adopt the Resolution to apply for, accept and appropriate the abovementioned funds. |
