The City is implementing a program along Indian Creek Drive to complete a seawall enhancement program from 25th Street to 41st Street. In partnership with FDOT, this program is currently installing new seawalls along City owned parcels.

On September 27, 2016, City Commission Resolution No. 2016-29584 authorized the City Manager to accept the transfer to the City via quit claim deed or quit claim deed with cross easements from the private property owners. Staff has engaged each of the property owners with the opportunity of deeding their piece of property between Indian Creek Drive and the water. The City has identified 52 individual parcels of land along the project. Of these parcels, 19 are City-owned parcels. Thirty-three are privately owned. To date, the City has received dedications from only one of the property owners and is close to obtaining 15 of the remaining parcels through quit claim deed or quit claim deed with cross easements. This leaves 17 parcels that have not yet committed to the program. The City has many options available to obtain these parcels.

Staff is seeking direction from the City Commission as to the path forward. Other options are available to the City in constructing the seawalls on remaining parcels, such as obtaining easements for public access and flood mitigation.
