SUBJECT:REFERRAL TO THE FINANCE AND ECONOMIC RESILIENCY COMMITTEE AND THE PUBLIC SAFETY AND NEIGHBORHOOD QUALITY OF LIFE COMMITTEE TO DISCUSS CITYWIDE SURVEY OF ALLEY CONDITIONS, SPECIFICALLY BUT NOT EXCLUSIVELY LIGHTING, PAVING, AND DRAINAGE ISSUES.

BACKGROUND/HISTORY

This is an item arising from needs specific to an alley in North Beach parallel to Normandy Drive in which poor/deficient lighting, uneven paving, and generally unappealing conditions have made Beatriz Court, a two-block alley behind a stretch of increasingly busy and activated retail, a new hub of illegal activity.  Additionally, in this case, it is also adjacent to a city surface parking lot that is always full by those wishing to avail themselves of the new retail and dining options around the Normandy Fountain.  For both our existing neighbors and for new patrons of this area, it is critical that we upgrade the safety and aesthetics of this area.

 

While this alley in particular is being addressed, it would be instructive to learn if there is a city-wide survey of the state of the alleys in all our neighborhoods, and to overlay information about  calls for service/police activity in or adjacent to those alleys, with the goal of identifying opportunities to not only upgrade lighting, drainage and other safety elements, but also to activate the with improved landscaping or public art (i.e. wall murals submitted by local school kids, etc.) to make them safer and a more useful element of our city.
