At its December 13, 2023 meeting, the Mayor and City Commission considered item R7-H, (the “Waste Hauler Resolution”) that directed the Administration to terminate Request for Qualifications (RFQ) 2023-506-WG for a non-exclusive franchise for waste haulers to provide multi-family and commercial waste collection and prepare a Request for Proposals (RFP) for a “single hauler” for such services as an exclusive franchise. The Commission voted to defer the item until January 31, 2023. During the December 13, 2023, Commission meeting, I made a motion to refer the matter to the Office of Inspector General (OIG) for review of the process/transparency of the administration regarding this issue, which was approved unanimously. The OIG issued its report on March 12, 2023 (the “OIG Waste Hauler Report”). At the March 13, 2023 Commission meeting, the Commission discussed, and voted unanimously to approve, the Waste Hauler Resolution (item R7 E).
Although the Mayor and City Commission decided to terminate the RFQ that was the subject of the OIG Waste Hauler Report, the OIG made some recommendations in the OIG Waste Hauler Report that warrant discussion. I would like to have a discussion with my colleagues regarding the OIG’s observations and recommendations.
