| SUBJECT: | REFERRAL TO THE PUBLIC SAFETY AND NEIGHBORHOOD QUALITY OF LIFE COMMITTEE TO DISCUSS IMPLEMENTING A PROGRAM SIMILAR TO MONROE COUNTY’S FREE MOBILE PUMPOUT SERVICE FOR VESSELS. |

| Please refer a discussion to the Public Safety and Neighborhood Quality of Life Committee ("PSNQLC") to explore implementing a program similar to Monroe County’s free mobile pumpout service for vessels.
Beginning on December 1, 2021, Monroe County began providing free mobile pumpout service to vessels anchored throughout the Florida Keys in specific service areas from Key West to Key Largo. This service is funded and managed by the Florida Department of Environmental Protection. Participation in the service assists anchored boaters in complying with the no-discharge regulation and the Monroe County Proof of Pump-out requirement.
I request that the Administration investigate the mechanics and effectiveness of this Monroe County program and be prepared to discuss options and possibilities for providing a similar service in our City. The Administration should be prepared to discuss the possibility of obtaining state funding for the program, or, in the alternative, if funding is unavailable, to discuss the potential cost to the City to fund such a program as part of the City’s next annual budget. |
