| It is recommended that the Mayor and City Commission of the City of Miami Beach, Florida, authorize the issuance of Request for Qualifications (RFQ) 2024-303-WG for job order contracting ("JOC") services for roofing or electrical construction projects. |

| | | | | | | | BACKGROUND/HISTORY
| On October 16, 2019, the Mayor and City Commission approved the City Manager's recommendation to award contracts to 18 contractors pursuant to ITB 2019-257-KB for job order contracting services – various trades. The Agreements are presently scheduled to expire in November 2024.
Since the ability to quickly assign contractors to time-sensitive projects is critical to address capital needs, the Administration is recommending commencing with the solicitation to replace current contracts at this time.
In the JOC process, contractors are prequalified through a competitively bid construction contract. The City and the contractor(s) agree that all project costs will be based on the sum of all tasks necessary to complete the project, as priced in the construction task catalog, times the agreed to multiplier (commonly known as the adjustment factor) that covers the contractors overhead, profit, insurance and other costs. Contractors are selected on qualifications and fees are negotiated with the selected firms.
The JOC process is not recommended for every project, particularly very complex projects or projects with a very high value. However, the JOC process does expedite projects, particularly in the process required to compete, select and finalize contracts with contractors, which can be a time-consuming process. Through JOC, shovel-ready projects can be expedited at competitive rates. It is important to note that projects have pre-established budgets vetted by the design teams or independent estimators. The project cost established through the JOC process must adhere to the established project budget.
In anticipation of the expiring contract, the Administration requests approval to issue Request for Qualifications (RFQ) 2024-303-WG for JOC services for roofing or electrical construction projects. |

| | | | | | | | ANALYSIS
| The purpose of this RFQ is to seek proposals from qualified contractors interested in being considered for job order contracting services for roofing, or electrical construction projects. All services shall be performed in accordance with the terms, conditions, and specifications contained herein and any resulting agreement.
Contractors may submit a proposal for one or more of the categories of work (roofing or electrical). The RFQ also allows contractors to submit proposals for City-funded projects, as well as grant-funded projects that have more stringent requirements. The goal of the RFQ is to proactively position the City to be able to take advantage of quick wins and projects with short turnaround times or grant-funded projects that require expediting to comply with grant timelines. A copy of the draft RFQ is attached.
Following the receipt of proposals, an Evaluation Committee will review proposals in accordance with the criteria established in the draft RFQ. |

| | | | | | | | FINANCIAL INFORMATION
| At time of award, the Administration will enter into negotiations with the selected contractors to include but not be limited to applicable contract provisions and the adjustment factors that will be applicable to each category of work. The City may equalize the adjustment factor amongst all contractors for similar categories. Notwithstanding the preceding, the City is in no way obligated to enter into a contract with the selected Proposer(s) in the event the parties are unable to negotiate a contract.
During the approximate four-year term of the current agreement, the City has project task orders totaling approximately 7.4 million dollars, with an average project size of $309,000. However, the City anticipates that the volume of work pursuant to the JOC program will increase due to recent bond programs approved and as more projects require expediting.
It is anticipated that the majority of projects issued under this RFQ will be valued below $2 million. Projects above $2 million will require prior approval by the Mayor and City Commission. Any task order for a project with a value of up to $2 million will continue to be included in the Procurement Report LTC issued monthly. |

| It is recommended that the Mayor and Commission of the City of Miami Beach, Florida, authorize the issuance of RFQ 2024-303-WG Job Order Contracting ("JOC") For Roofing or Electrical Construction Projects.
