| It is recommended that the Mayor and City Commission of the City of Miami Beach, Florida authorize the issuance of Invitation to Negotiate (“ITN”) 2024-289-ND for deployment of an innovative traffic signal optimization system. |

| | | | | | | | BACKGROUND/HISTORY
| The City of Miami Beach attracts millions of visitors annually, which fosters a vibrant economy and draws a diverse workforce from outside the City. The City's popularity has resulted in traffic demand exceeding roadway capacity. As a consequence, the City is challenged by persistent traffic congestion, particularly during peak traffic periods and high impact periods. The congestion hampers the flow of traffic, disrupting daily commutes and adversely impacting the quality of life of residents, visitors and the workforce.
One of the tools to help manage traffic congestion is to employ an innovative traffic signal optimization software to develop comprehensive signal timing plans that will more efficiently and effectively coordinate signalized intersections along major thoroughfares throughout the year and adjust for seasonal variations. This strategic approach aims to optimize traffic signal timing and reduce travel times within the City, thus enhancing mobility and ensuring a more pleasant experience for those navigating the streets of Miami Beach.
In order to consider proposals for innovative solutions to traffic signal optimization, the Administration developed ITN 2024-289-ND seeking to award an agreement with a prospective vendor in two (2) phases. The first phase will consist of a short-term pilot program, to be approved by the City Commission. The second phase may include a three (3) year term, with optional renewal periods, contingent upon approval by the City Commission and, if applicable, Miami-Dade County Department of Transportation and Public Works (“DTPW”). It is important to note that Miami-Dade County has jurisdictional authority and purview over traffic engineering and traffic signal operations in Miami-Dade County, including within incorporated municipalities. |

| | | | | | | | ANALYSIS
| Through this ITN, the City desires to receive proposals from specialized vendors in the field of automated traffic signal optimization systems. The envisioned system aims to integrate road user detections, real-time data collection and analytics, and the generation of signal timing plans. This system will select optimal signal timing plans for specific time periods of the day, days of the week, and seasons, including during the City’s high impact season. The selected optimized signal timing plans will be reviewed by the City’s Transportation and Mobility Department and DTPW and compared with the current signal timing plans implemented by DTPW to identify opportunities for signal timing improvements. Depending on DTPW approval, the proposed optimized signal timing plans will then undergo on-site implementation and evaluation to ensure their effectiveness in managing and mitigating traffic congestion.
The scope of work and requirements of the ITN are more fully defined in the ITN attached as Attachment A. Following the receipt of proposals, an Evaluation Committee will review proposals in accordance with the criteria established in the ITN.

| | | | | | | | SUPPORTING SURVEY DATA
| Based on the 2022 Miami Beach Community Satisfaction Survey, 68.5% of residents who responded believe that traffic congestion is most impacted by tourism. This represents a 5% increase from the 2019 survey.
To address resident concerns, the City intends to contract with a specialized vendor in the field of automated traffic signal optimization systems. This system will collect real-time traffic data and identify optimal signal timing plans that will be presented to DTPW for review, approval, and potential implementation in the City. |

| The Administration will negotiate the financial factors with the selected proposer(s) once the City Commission authorizes negotiations after proposals are received. Grant funding will not be utilized for this project. |
