SUBJECT:A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY OF MIAMI BEACH, ON BEHALF OF THE MIAMI BEACH POLICE DEPARTMENT, TO ACCEPT A DONATION OF $20,000 FROM PALM-HIBISCUS-STAR ISLANDS ASSOCIATION, INC., A FLORIDA NOT-FOR-PROFIT CORPORATION, THIS AMOUNT BEING FOR THE PURCHASE AND INSTALLATION OF A LICENSE PLATE READER TO BE LOCATED ON FOUNTAIN STREET, THE APPROACH ROAD TO PALM ISLAND AND HIBISCUS ISLAND.    

RECOMMENDATION

Adopt the Resolution.

ANALYSIS

The Palm-Hibiscus-Star Islands Association, Inc., a Florida not-for-profit corporation, has graciously offered to donate $20,000 to the Miami Beach Police Department for the purchase and installation of a License Plate Reader, commonly referred to as an ‘LPR’, to be located on Fountain Street, Miami Beach. This street is the approach road to Palm Island and continues across the Island and waterway to also form the approach road to Hibiscus Island. The LPR will therefore provide details of vehicles entering both islands.

 

LPRs provide a real time ability to highlight vehicles of interest e.g. stolen vehicles, and also provide an excellent post incident investigative tool. The Miami Beach Police Department (MBPD) currently has three (3) fixed-point LPRs, one (1) trailer with an LPR, and nine (9) patrol cars fitted with LPRs. They have proved to be a highly valuable law enforcement tool and have resulted in a high number of arrests for major crimes. The MBPD hosts the server that houses LPR data collected throughout the State and the MBPD therefore plays an integral and important role in the coordination and use of LPR technology and data. The donation of an additional LPR, to be located on Fountain Street, the approach road to Palm Island and Hibiscus Island, will significantly expand the MBPD’s LPR system and thus its operational capability to enhance public safety throughout the City of Miami Beach.

 

The LPR will become the exclusive property of the City of Miami Beach, and access to data gathered by the LPR will be restricted to the MBPD. 

CONCLUSION

The acceptance of the donation will significantly increase the safety and security of the City of Miami Beach.
