SUBJECT:A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER, PURSUANT TO INVITATION TO BID (ITB) 2023-508-JP FOR A POOL OF PREQUALIFIED FIRMS FOR REAL ESTATE APPRAISAL SERVICES; PREQUALIFYING THE INITIAL POOL OF FIRMS: BBG VALUATION, INC., CBRE, INC., COLLIERS INTERNATIONAL VALUATION & ADVISORY SERVICES, LLC, CUSHMAN & WAKEFIELD REGIONAL, INC., JOSEPH J. BLAKE AND ASSOCIATES, INC., AND THE URBAN GROUP, INC.; FURTHER AUTHORIZING THE CITY MANAGER TO KEEP THE ITB OPEN TO PREQUALIFY ADDITIONAL FIRMS; AND DELEGATING TO THE CITY MANAGER THE AUTHORITY TO ADD FIRMS TO THE POOL, PROVIDED THAT ANY SUCH FIRMS MEET THE REQUIREMENTS OF THE ITB, AND TO REMOVE FIRMS FROM THE POOL AS DEEMED APPROPRIATE.

RECOMMENDATION

It is recommended that the Mayor and City Commission approve the Resolution authorizing the Administration to establish a pool of prequalified firms for real estate appraisal services, pursuant to Invitation to Bid (ITB) 2023-508-JP. When services are needed, the prequalified firms will be contacted for proposals. The Resolution authorizes an initial pool of prequalified firms: BBG Valuation, Inc., CBRE, Inc., Colliers International Valuation & Advisory Services, LLC, Cushman & Wakefield Regional, Inc., Joseph J. Blake and Associates, Inc., and The Urban Group, Inc. The Resolution also authorizes the City Manager to keep the ITB open to prequalify additional firms and delegates authority to the City Manager to add firms to the pool, provided such firms meet the requirements of the ITB or remove firms for non-performance.

 

This solicitation is currently under the cone of silence.

BACKGROUND/HISTORY

The Facilities and Fleet Management Department and Economic Development Departments, from time to time, requires the services of qualified firms to conduct appraisals on various real estate properties including, but not limited to pre-lease assessment of facilities and appraisals of either vacant or improved land across the City, market rent analysis, property valuations, and other real estate related inquiries. On November 14, 2018, the City Commission approved the award of a contract pursuant to Request for Qualifications (RFQ) 2018-314-WG. The award had a three (3) year initial term and two (2) additional one (1) year optional renewals. The contract has exhausted all renewal options and is currently scheduled to expire on November 13, 2023. 

 

To consider a replacement contract, ITB 2023-508-JP was developed to establish a prequalification pool for appraisal services. Prequalification pools streamline the process for departments to request quotes when services are needed and provide the benefit of cost-effectiveness through competition for each project quoted. Through the solicitation, the City sought to prequalify firms that may be engaged in the future as the need arises for real estate appraisal services as required by City departments.

ANALYSIS

On August 23, 2023, the Administration issued ITB 2023-508-JP to establish a prequalified pool of firms for real estate appraisal services. The Procurement Department issued 11,048 bid notices through the e-procurement system, with 37 prospective bidders accessing the advertised solicitation. Responses were due and received on September 13, 2023. The City received applications from the following six (6) firms: BBG Valuation, Inc. CBRE, Inc., Colliers International Valuation & Advisory Services, LLC, Cushman & Wakefield Regional, Inc., Joseph J. Blake and Associates, Inc., and The Urban Group, Inc.

 

The ITB stated that following the review of applications, the responsive and responsible bidder(s) meeting all terms and conditions of the ITB would be recommended for award. The ITB stipulated a contract term of five (5) years.

 

Staff determined that the following six (6) firms are responsive, responsible bidders meeting all terms and conditions of the ITB and are recommended for award.

·         CBRE, Inc.

·         Colliers International Valuation & Advisory Services, LLC

·         Cushman & Wakefield Regional, Inc.

·         Joseph J. Blake and Associates, Inc.

·         The Urban Group, Inc.

FINANCIAL INFORMATION

There is no fiscal impact at this time as this item only establishes a pool of prequalified firms for future use. When services are needed, staff will seek proposals from the pool of prequalified firms. All expenditures pursuant to this contract will be based on approved funding appropriated to the respective department’s budget. Grant funds are not anticipated to be utilized for these services.

CONCLUSION

Proactively prequalifying firms that can be contacted for proposals for future work will expedite the City’s response to future needs for real estate appraisal services. Otherwise, waiting to issue a solicitation when the need arises would significantly delay acquiring services when needed.

 

It is recommended that the Mayor and City Commission approve the Resolution authorizing the Administration to establish a pool of prequalified firms that will be used to assist the City in acquiring qualified firms to provide real estate appraisals. When services are needed, the prequalified firms will be contacted for proposals. The Resolution authorizes an initial pool of prequalified firms: BBG Valuation, Inc., CBRE, Inc., Colliers International Valuation & Advisory Services, LLC, Cushman & Wakefield Regional, Inc., Joseph J. Blake and Associates, Inc., and The Urban Group, Inc.
