DISCUSS THE CITY’S ROLLOFF CONTRACTOR PERMITTING PROCESS AND RELATED PERMIT FEES (GENERALLY CONSISTING OF 20% OF THE ROLLOFF CONTRACTOR’S GROSS RECEIPTS), AND WHETHER THE CITY CODE SHOULD BE AMENDED TO CLARIFY THE CIRCUMSTANCES UNDER WHICH A ROLLOFF PERMIT (AND PAYMENT OF THE PERCENTAGE OF GROSS RECEIPTS) IS REQUIRED FROM OTHER PERSONS ENGAGING IN DEMOLITION AND/OR REMOVAL OF
CONSTRUCTION DEBRIS OR BULK WASTE IN THE CITY


ANALYSIS:

On June 28, 2023, the Mayor and City Commission adopted Resolution No. 2023-32654, a copy of which is attached hereto, clarifying the City Commission’s long-standing policy with respect to what qualifies as a rolloff.

Vice Mayor Richardson intends to sponsor a proposed Ordinance, a copy of which is attached hereto, to update the City Code definition of roll-offs, and to delete unnecessary provisions relating to grapple service contractors and requests that the Finance and Economic Resiliency Committee review the proposed ordinance at its September 22, 2023 meeting.
