COMMISSION MEMORANDUM

TO:Honorable Mayor and Members of the City Commission
FROM:Alina T. Hudak, City Manager
DATE:October  18, 2023

1:40 p.m. Public Hearing

SUBJECT:A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING, BY 5/7TH VOTE, AND, FOLLOWING A DULY NOTICED PUBLIC HEARING, THE NAMING OF THE FLAMINGO PARK SOFTBALL FIELD, TO COMMEMORATE ANDY DIAMOND, A FORMER PITCHER AND COACH, PURSUANT TO SECTION 82-503(8) OF THE CITY CODE.

RECOMMENDATION

Approve by 5/7th vote, and following a duly noticed Public Hearing, the naming of the Flamingo Park softball field, which is located within Flamingo Park, pursuant to Section 82-503(b) of the City Code, to commemorate Andy Diamond, a former pitcher and coach.

BACKGROUND/HISTORY

During the May 17, 2023 Commission meeting, a discussion was referred to the Public Safety and Neighborhood Quality of Life Committee (“PSNQLC”) by Commissioner Laura Dominguez to consider naming the softball field at Flamingo Park as “Andy Diamond Softball Field” after former pitcher and coach, Andy Diamond. (Exhibit A).

During the July 13, 2023 PSNQLC meeting, the Committee gave a positive recommendation and supported the request to name the softball field at Flamingo Park in honor of Mr. Andy Diamond, as well as placing a plaque to commemorate Mr. Diamond.

During the September 13, 2023 City Commission meeting, City Commission approved Resolution No. 2023-32735 accepting the recommendation of the Neighborhood and Quality of Life Committee, at its July 13, 2023 meeting, to approve the naming of the Flamingo Park Softball Field, which is located within Flamingo Park, to commemorate Andy Diamond, a former pitcher and coach; setting a public hearing on October 8, 2023, pursuant to section 82-503 of the City Code, to consider whether to approve the proposed name by a 5/7th vote; and directing the City Clerk to provide public notice of the hearing consistent with the requirements of section 82-503(a)(5).

ANALYSIS

Mr. Andy Diamond dedicated his life to coaching thousands of children throughout the City during his lifetime. Mr. Diamond passed away on January 26, 2023. With support from Commissioner Laura Dominguez, residents impacted by Mr. Diamond’s public service would like to have the softball field at Flamingo Park named in his honor. With a last name like Diamond, the community finds that the naming would be fitting because baseball and softball fields are also commonly referred to as “diamond fields.”
