ANALYSIS

The City of Miami Beach Property Management Division is seeking proposals from qualified contractors to provide elevator maintenance and repair services for City properties. These elevators are located at various properties throughout the City, including parking garages, Bass Art Museum, City of Miami Beach Fire stations, City of Miami Beach Police Headquarters, City Hall, and Scott Rakow Youth Center, among other City locations. The selected contractor(s) shall provide maintenance, repairs, including emergency repairs, installation of parts and new equipment, and shall collaborate with Property Management Division staff, as well as the City’s Chief Elevator Inspector, delivering comprehensive elevator maintenance services to all City elevators.

It is the intent of the City of Miami Beach to establish a contract with an elevator services contractor(s) to provide elevator maintenance services, repairs, parts and new equipment for elevators at various City property locations. Material requirements include, but not limited to, providing monthly and periodic services, inspections, cleanings, monitoring equipment condition, lubrication, safety testing, electrical maintenance, emergency calls, and related technical and mechanical support in an effort to ensure proper and safe operations of the City of Miami Beach elevators.

The selected contractor(s) will be responsible for maintaining elevator equipment, periodic and as-needed testing of instruments, components, electrical circuits, lighting, and related parts and control systems.  Additionally, the selected contractor(s) shall be responsible for safety testing all elevators periodically and in accordance with ANSI/ASME Standards to ensure equipment is maintained in a safe and reliable operating condition. The selected contractor(s) shall furnish all labor, materials, tools, and equipment in an effort to deliver maximum operational efficiency and reduce elevator service downtime to City staff and visitors.  In addition to establishing routine repairs and preventative maintenance, the Administration, through this RFP, seeks to establish a pool of qualified elevator contractors for additional services and projects, including replacement, refurbishing, modernization, and new construction.
