SUBJECT:REFERRAL TO THE HISTORIC PRESERVATION BOARD FOR A DISCUSSION REGARDING THE PROPOSED IMPROVEMENTS ON THE 100 BLOCK OF LINCOLN ROAD, INCLUDING UPGRADED WATER AND SEWER INFRASTRUCTURE, PEDESTRIAN AND STREETSCAPE IMPROVEMENTS TO ENHANCE PUBLIC SAFETY AND PUBLIC BEACH ACCESS AS PART OF THE REDEVELOPMENT PROJECT TO BE CONSTRUCTED BY THE OWNERS OF THE RITZ CARLTON AND SAGAMORE HOTELS (THE 100 BLOCK PROJECT), LINCOLN ROAD IMPROVEMENTS EAST OF WASHINGTON AVENUE.

RECOMMENDATION

Please place an item on the June 28, 2023 City Commission Agenda to refer a discussion item to the Historic Preservation Board for the Board’s September 12, 2023 meeting, to review:

1.    The proposed concept plan for the pedestrianization of Lincoln Road between Washington and Collins Avenues prepared by the Ritz Carlton and Sagamore Hotel property owners.

2.    The proposed Maintenance and Enhancement Agreement that would provide for the installation of landscaping and transfer of maintenance responsibilities for the “100 Block” of Lincoln Road east of Collins Avenue prior to the implementation of the proposed redevelopment plan for the area.

3.    The draft term sheet of the proposed Agreement governing the improvement of both the “100 Block” of Lincoln Road east of Collins Avenue and the “200-300 Block” between Washington and Collins Avenues.
