| SUBJECT: | REFERRAL TO THE PLANNING BOARD – LDR AND COMPREHENSIVE PLAN AMENDMENTS PERTAINING TO FAR INCENTIVES FOR WORKFORCE AND AFFORDABLE HOUSING. |

| On November 16, 2022, the City Commission referred a discussion item regarding increasing the allowable floor area ratio (FAR) for workforce and affordable housing (item C4 V) to the Land Use and Sustainability Committee (LUSC). On May 10, 2023 direction was given to staff to draft an ordinance to provide an increase in FAR for strategic areas of the City, to incentivize workforce and affordable housing. The LUSC discussed the proposed draft Ordinance on June 20, 2023, and continued the discussion to the July 19, 2023 LUSC meeting, with direction to staff to further develop key areas of the proposal. Additionally, this proposal will require a corresponding Comprehensive Plan amendment, due to the proposed increase in intensity.
In order for the proposed LDR and Comprehensive Plan Ordinances that will be discussed by the LUSC on July 19, 2023 to be considered by the Planning Board for transmittal on July 25, 2023, a separate referral to the Planning Board is required. This referral is important in order for the proposed legislation to be able to be considered by the City Commission in September and October. |
