SUBJECT:REQUEST FOR APPROVAL TO ISSUE REQUEST FOR QUALIFICATIONS (RFQ) 2023-461-ND CONSTRUCTION MANAGER AT RISK (CMR) SERVICES FOR THE MIAMI BEACH POLICE DEPARTMENT (MBPD) HEADQUARTERS RENOVATION PROJECT (G.O. BOND PROJECT NO. 48).

RECOMMENDATION

It is recommended that the Mayor and Commission of the City of Miami Beach, Florida authorize the issuance of a Request for Qualifications (RFQ) for Construction Manager at Risk (CMR) for the Miami Beach Police Department (MBPD) Headquarters Renovation Project (GO Bond Project No. 48).

BACKGROUND/HISTORY

In November 2018, Miami Beach residents voted to approve the $439 million General Obligation Bond Program. Of the $439 million, $72 million was earmarked for City Police, Fire, public safety, and security improvements. Among the projects in this bond issue was a $10M renovation to the existing Miami Beach Police Department (MBPD) headquarters building at 1100 Washington Avenue.

 

On June 6, 2019, the City issued an RFQ for Architectural and Engineering design services for the MBPD Headquarters Renovation Project to provide the complete design and construction documents and related services necessary to implement the Project. After a committee review, the architecture firm of Leo A Daly was selected for the Project, and a contract for Architecture and Engineering Services was executed with the Consultant on March 27, 2020.

 

On August 12, 2022, the City issued Invitation to Bid (ITB) No. 2022-316-ND for construction services for the project. However, no bids were received in response to the ITB. As a result, the City revised the methodology for completing the required work from design-bid-build to construction manager at risk.

ANALYSIS

Through RFQ 2023-461-ND, the City seeks proposals from construction manager at risk firms with the capabilities and experience to provide preconstruction services, and construction phase services via a Guaranteed Maximum Price (GMP) for the implementation of the MBPD Headquarters Renovation Project.  Work required under this RFQ shall be performed in accordance with the approved design for the Project and will include alterations to all five floors of the existing MBPD Headquarters building at 1100 Washington Avenue.  The successful firm must demonstrate an ability to provide multi-disciplinary management in the areas of scope definition/validation, cost estimating, construction scheduling, quality control and assurance plan, building code review/inspection, constructability review, closeout, and warranty services.

 

The City may rank one or more firms deemed solely in the City’s discretion to be best qualified. The City will commence negotiations for scope and fees with the top-ranked firm. If unsuccessful, the City may negotiate with other firms in order of rank.

 

The scope of work and requirements of the RFQ for a CMR for the MBPD Headquarters Renovation Project are more fully defined in the RFQ draft attached as Attachment A.

 

Following the receipt of proposals, an Evaluation Committee will review proposals in accordance with the criteria established in the RFQ.

FINANCIAL INFORMATION

It is not anticipated that grant funding will be utilized for this project. The CMR for the scope of work included in this RFQ will be funded by the MBPD Headquarters Renovation GO Bond Project. 

CONCLUSION

I recommend that the Mayor and Commission of the City of Miami Beach, Florida, authorize the issuance of RFQ 2023-461-ND, for Construction Manager at Risk (CMR) for the Miami Beach Police Department (MBPD) Headquarters Renovation Project (GO Bond Project No. 48).
