ECS Business Services (www.ecssaves.com) is a cost reduction consultant. They specialize in auditing, among other things, service contracts, cellular phone bills, credit card and payroll processing bills to find errors and overcharges. Once these errors are identified, ECS works to obtain refund checks, negotiate the best rates, and reduce monthly operational costs for their clients moving forward. ECS does not charge any up-front fees or costs. They are compensated by receiving a percentage of the refunds/savings.
 
I would like the Finance and Citywide Projects Committee to discuss engaging in a cost savings pilot program with ECS, at no cost to the City.
