SUBJECT:REFERRAL TO THE FINANCE AND ECONOMIC RESILIENCY COMMITTEE TO DISCUSS A POTENTIAL PARKING GARAGE AND AFFORDABLE/WORKFORCE HOUSING PROJECT AT THE CITY’S P23 PARKING LOT LOCATED AT 1625 WEST AVENUE, TO ADDRESS THE WEST AVENUE NEIGHBORHOOD’S REQUEST FOR A LONG-TERM SOLUTION TO MITIGATE THE LOSS OF PARKING SPACES DUE TO THE WEST AVENUE NEIGHBORHOOD IMPROVEMENT PROJECT.

ANALYSIS

Please place on the February 22, 2023 agenda a referral to the Finance and Economic Resiliency Committee, to discuss a potential parking garage and affordable/workforce housing project at the City-owned parking lot at 1625 West Avenue (the P23 Lot). 

 

At the February 1, 2023 Commission meeting, at the behest of the West Avenue Neighborhood Association, the City Commission adopted a resolution sponsored by Commissioner Dominguez, to direct the Administration to explore short-term parking solutions to address the loss of parking during the construction of the West Avenue Neighborhood Improvement Project, as well as long-term solutions for additional parking in the area.

 

One potential long-term solution would be to revisit a parking garage project at the City’s P23 Lot at 1625 West Avenue.  As part of this referral, I would ask for the Administration to please be prepared to address the City’s prior efforts to develop a parking garage at this location, as well as the possible next steps to explore the feasibility of a project that results in a net increase in public parking spaces to better serve the neighborhood’s long-term parking needs.
