It is recommended that the Mayor and City Commission of the City of Miami Beach, Florida, authorize the issuance of Request for Proposals (RFP) 2023-258-WG for employee assistance program services.

The City currently provides an employee assistance program (EAP) through Cigna. The program is available to all full-time and part-time employees, family members and anyone that cohabitates with employees (approx. 2212). EAP provides access to work/life resources and licensed clinicians with a wide variety of concerns, from family and financial issues to substance abuse, emotional health, and stress.

On October 1, 2016, pursuant to RFP 2016-086-WG, the City entered into an agreement with Cigna for the administration of the EAP.   The existing Agreement is scheduled to expire on September 30, 2023. Accordingly, the RFP seeks to establish a replacement agreement upon the expiration of the current agreement.

By way of this RFP, the City seeks proposals from qualified firms to provide confidential and professional EAP services to eligible employees and their dependents. Firms are required to submit proposals, including qualifications and costs, for the EAP services, a corresponding mobile application and routine printed materials disseminated to employees throughout the year.

Following the receipt of proposals, an Evaluation Committee will review proposals in accordance with the criteria established in the attached RFP.

I recommend that the Mayor and Commission of the City of Miami Beach, Florida, authorize the issuance of RFP 2023-258-WG for employee assistance program services.
