It is recommended that the Mayor and City Commission approve the award of a contract to Advanced Roofing, Inc., the lowest responsive, responsible bidder, pursuant to Invitation to Bid (ITB) No. 2022-565-LB for the 1755 Meridian Avenue roof replacement project.

This solicitation is currently under the cone of silence.

The City of Miami Beach ("City") 1755 Meridian Multipurpose Facility (garage and offices), located at 1755 Meridian Avenue, Miami Beach, FL 33139, was built in 2009. The existing roof is in poor condition and requires replacement which the City seeks to address through this ITB. 

The scope of work includes the replacement all existing roofing material down to the concrete deck. Bids shall include all labor, tools, materials, equipment, and mobilization. The Contractor will be responsible for all permits and shall maintain the site free of debris and trash daily. 

On August 11, 2022, the ITB was issued. A site visit and pre-bid conference to provide information to proposers submitting a response were held on August 17, 2022. A second site visit was held on August 30, 2022. Two (2) addenda were issued. The Procurement Department issued bid notices to approximately 39,376 companies utilizing the City's e-procurement system, with 65 prospective bidders accessing the solicitation. Responses were due and received on September 30, 2022. The City received four (4) responses from the following firms: A & J Roofing Corp; Advanced Roofing Inc.; Double Day Engineering, LLC; RJ Spencer Construction LLC d/b/a RJS Construction; and Tequesta Construction Services Group Inc. The tabulation of responses submitted is included in Attachment A. 

The bid submitted by RJ Spencer Construction LLC d/b/a RJS Construction was deemed non-responsive for failure to meet the minimum requirements, as stated in the solicitation. Accordingly, the bid could not be further considered.

The solicitation stated that the lowest responsive, responsible Bidder meeting all terms, conditions, and specifications would be recommended for award. In its due diligence, the Procurement and Facilities and Fleet Department’s verified that the lowest responsive bid submitted by Advanced Roofing Inc. met the requirements of the solicitation.

Furthermore, City staff verified that Advanced Roofing Inc. complied with the solicitation's submittal requirements, including the firm's previous experience and licensure to perform the services.

Accordingly, Advanced Roofing Inc. has been deemed the lowest responsive and responsible Bidder, meeting all terms, conditions, and specifications of the ITB.

Advanced Roofing Inc is an incorporated company headquartered in Fort Lauderdale, FL. Advanced Roofing Inc is a full-service roofing company and has provided services to residential, commercial, and governmental sectors in Florida and the Caribbean since 1983. It Specializes in replacements, repairs, and maintenance services. All references provided positive feedback.

According to the 2019 Community Satisfaction Survey conducted by ETC Institute, 82.2% of satisfaction was given to "appearance and maintenance of city buildings." This is a positive trend when compared to the last survey administered. As City buildings continually receive restoration and improvements through various Property Management Department efforts, this project seeks to bolster the positive feedback provided by the City residents by keeping the roofing structure up to date and increasing building efficiencies.

The bid submitted by Advanced Roofing Inc. the lowest responsive and responsible Bidder was for a grand total of $ 444,025.00. Grant funding will not be utilized for this project.

10% Contingency: $44,402.50

Contract Amount:  $488,427.50

Based on the foregoing, I recommend that the Mayor and City Commission of the City of Miami Beach, Florida, approve the award of a contract to Advanced Roofing Inc., the lowest responsive and responsible Bidder, pursuant to Invitation to Bid (ITB) No. 2022-565-LB for the 1755 Meridian Avenue roof replacement, and authorize the City Manager and City Clerk to execute a contract.
