| It is recommended that the Mayor and Commission of the City of Miami Beach, Florida authorize the issuance of Request for Qualifications (RFQ) for Construction Manager at Risk (CMR) for the 72nd Street Community Complex. |

| | | | | | | | BACKGROUND/HISTORY
| On November 6, 2018, Miami Beach residents approved a ballot measure, which authorized the issuance of a general obligation bond (G.O. Bond) for the design, permitting, manufacture installation, and construction of the 72nd Street Community Complex. A total of $55 million of general obligation bonds were issued to fund the project, including but not limited to the design, permitting, and construction. The Project includes a multi-level mixed-use parking garage requiring the program components of a 500-space parking structure, a rooftop competition pool with support amenities, a multi-purpose warm-up pool, 5,000 - 10,000 SF Miami-Dade County library, a commercial/retail space, a 7,500 SF fitness center, a community center, an active green space, and a jogging path. |

| | | | | | | | ANALYSIS
| Through RFQ 2023-120-ND, the City seeks proposals from construction manager at risk firms with the capabilities and experience to provide preconstruction services, and construction phase services via a Guaranteed Maximum Price (GMP) for the 72nd St Community Complex located, in parking lot P92 (P92), in the City of Miami Beach and encompasses the entire block bordered to the north and south by 73rd and 72nd Streets, Collins Avenue to the east and Harding Avenue to the west of Parking Lot 92. Work required under this RFQ shall be performed in accordance with the approved design and construction documents for the project, and will include a 500-space parking structure, a rooftop competition pool with support amenities, a multi-purpose warm-up pool, 5,000 - 10,000 SF Miami-Dade County library, a commercial/retail space, a 7,500 SF fitness center, a community center, an active green space, and a jogging path. The successful CMR firm must demonstrate an ability to provide multi-disciplinary management in the areas of scope definition/validation, cost estimating, construction scheduling, construction services, quality control and assurance plan, building code review/inspection, design and constructability review, close-out, and warranty services.
The City may rank one or more firms deemed solely in the City’s discretion to be best qualified. The City will commence negotiations for scope and fees with the top-ranked firm. If unsuccessful, the City may negotiate with other firms in order of rank.
The scope of work and requirements of the RFQ for a CMR for the 72nd Street Community Complex are more fully defined in the RFQ attached as Attachment A.
Following the receipt of proposals, an Evaluation Committee will review proposals in accordance with the criteria established in the attached RFQ. |

| | | | | | | | SUPPORTING SURVEY DATA
| Results from the 2019 resident survey show that 80% of residents are satisfied or very satisfied with living in North Beach. In order to continue to improve the satisfaction of these residents, the City intends to contract with a Certified General Contractor to be the Construction Manager at Risk for the 72nd Street Community Complex. This firm will provide the North Beach residents with a multi-level mixed-use parking garage. |

| It is not anticipated that grant funding will be utilized for this project. The CMR for the scope of work included in this RFQ will be funded by the 72nd Street Complex GO Bond Project. |

| I recommend that the Mayor and Commission of the City of Miami Beach, Florida authorize the issuance of RFQ 2023-120-ND, for Construction Manager at Risk (CMR) for the 72nd Street Community Complex. |
