| SUBJECT: | A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, INITIATING THE PROCEDURE FOR HISTORIC DESIGNATION SET FORTH IN CHAPTER 118, ARTICLE X, DIVISION 4 OF THE LAND DEVELOPMENT REGULATIONS, AND REQUESTING THE DESIGNATION OF THE LIDO SPA AT 40 ISLAND AVENUE (ALSO KNOWN AS THE STANDARD HOTEL) AS AN INDIVIDUAL HISTORIC SITE. |

| | | | | | | | BACKGROUND/HISTORY
| Pursuant to the request of Commissioner Kristen Rosen Gonzalez, the attached Resolution has been placed on the February 1, 2023 City Commission meeting agenda. The Resolution initiates the procedure outlined in the City’s Historic Preservation Ordinance to designate the Lido Spa, at 40 Island Avenue on Belle Isle, as an individual historic site.
The Lido Spa (also known as The Standard Hotel) was constructed in 1953 and designed by prominent local architect Norman Giller in the Post War Modern style of architecture. Giller also designed the North Beach Bandshell, Carillon Hotel, and the Golden Sands Hotel in Miami Beach.

| | | | | | | | ANALYSIS
| Under Section 118-591 of the Land Development Regulations, a request for designation of an individual historic site may be transmitted to the Historic Preservation Board (“HPB”) by resolution of the City Commission. If the attached Resolution is adopted, the Planning Department (“Department”) will prepare a Preliminary Evaluation and Recommendation for consideration by the HPB.
After considering the Department’s recommendation, a majority vote of the HPB is necessary to direct the Department to prepare a formal designation report. Once the Department has prepared the report, a quasi-judicial public hearing before the HPB shall be scheduled. The Planning Department’s analysis, and the Historic Preservation Board’s recommendation whether or not to designate a property, must be based on the objective criteria for designation set forth in Section 118-592 of the Land Development Regulations. If the HPB recommends in favor of the designation request, the proposed designation will be transmitted to the Planning Board and City Commission as an amendment to the Land Development Regulations. Ultimately, the designation of an individual historic site requires approval by a 5/7ths vote of the City Commission.
The procedure to consider the designation of a property as an individual historic site is outlined in Chapter 118, Article X, Division 4 of the Land Development Regulations, and can take approximately 6-8 months.
