| It is recommended that the Mayor and City Commission of the City of Miami Beach, Florida, authorize the issuance of Request for Qualifications (RFQ) 2023-051-WG for mobile parking payment system(s); and approve the month-to-month extension of the current agreement with Park Mobile USA, Inc., until a replacement agreement is executed and mobile parking payment services have been transitioned to the new service provider. |

| | | | | | | | BACKGROUND/HISTORY
| The City currently offers a mobile payment solution that enables parking patrons to pay for the City’s parking fees via phone, mobile applications, and/or text.
On September 11, 2013, the City of Miami Beach (“City”) executed a five (5) year agreement, with two (2), two (2) year renewal options, for Pay-by-phone (PBP) parking system services with Parkmobile USA. The agreement is currently set to expire on February 23, 2023. The RFQ seeks proposals from qualified providers interested in partnering with the City to provide mobile payment options for parking patrons. |

| | | | | | | | ANALYSIS
| Through the RFQ, proposals are sought from qualified providers of mobile payment solutions for on-street and off-street parking facilities via phone, mobile applications, and/or text. Any proposed system will need to interface with other components of the City’s parking infrastructure, including multi-space pay stations, a gated revenue control system, and a license plate recognition (LPR) mobile enforcement system. The draft RFQ is attached.
The RFQ will allow the City to select qualifications of the proposer as well as the functionality of the proposed system. Based on a review of the City’s current contracts and contracts executed by other agencies, the structure of the transaction fees varies widely. Therefore, after consideration of qualifications and system capabilities, fees will be negotiated with the selected proposer(s).
The selection of firm(s) with whom the City may enter into negotiations shall be based the criteria established in the attached RFQ. Following the receipt of proposals, an Evaluation Committee will review proposals in accordance with the criteria established in the RFQ. |
