SUBJECT:A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE WRITTEN RECOMMENDATION OF THE CITY MANAGER (AS FURTHER SET FORTH IN THE CITY COMMISSION MEMORANDUM ACCOMPANYING THIS RESOLUTION) AND WAIVING, BY 5/7TH VOTE, THE FORMAL COMPETITIVE BIDDING REQUIREMENT, FINDING SUCH WAIVER TO BE IN THE BEST INTEREST OF THE CITY, AND AUTHORIZING THE CITY ADMINISTRATION TO NEGOTIATE AN AGREEMENT WITH MYEQUILIBRIA IN AN AMOUNT NOT TO EXCEED $175,000.00, FOR THE OUTDOOR FITNESS EQUIPMENT AND INSTALLATION WITHIN THE MUSCLE BEACH AREA OF LUMMUS PARK; AND FURTHER AUTHORIZING THE CITY MANAGER AND CITY CLERK TO EXECUTE THE AGREEMENT UPON CONCLUSION OF SUCCESSFUL NEGOTIATIONS, WITH SUCH AGREEMENT SUBJECT TO AND CONTINGENT UPON THE HISTORIC PRESERVATION BOARD’S APPROVAL OF THE PROPOSED OUTDOOR FITNESS EQUIPMENT WITHIN THE MUSCLE BEACH AREA OF LUMMUS PARK.

RECOMMENDATION

City Commission 5/7ths vote accepting the written recommendation of the City Manager and waiving, by 5/7th vote, the formal competitive bidding requirement, finding such waiver to be in the best interest of the City and authorizing the City Administration to negotiate and agree with MyEquilibria in an amount not to exceed $175,000.00, for the outdoor fitness equipment, product specifications for permit, packaging, shipping and vendor’s portion of the installation for muscle beach located in Lummus Park; and further authorizing the City Manager and City Clerk to execute the agreement, upon conclusion of successful negotiations.

ANALYSIS

During the FY 2017 Budget Hearings, $200,000 was funded to upgrade the existing aged exercise circuit east of the rock wall at Lummus Park and 9th Street, also known as Muscle Beach. The upgrade was originally recommended by the Ocean Drive Task Force and approved by City Commission on March 9, 2016.

 

Muscle Beach serves as not only an outdoor area for exercise, weight lifting and gymnastics, but is also a highly visited area for beach-goers and tourist. With its one of a kind setting adjacent to the ocean and at a time when outdoor fitness is the area with the fastest growth in the health market, the need to upgrade and modernize the equipment is needed.

 

The Parks and Recreation Department has done research on several different types of outdoor fitness equipment and has found great interest in MyEquilibria’s outdoor fitness equipment. MyEquilibria is shaping the future of outdoor wellness and challenges every convention surrounding fitness equipment. Gian Luca Innocenzi, founder of MyEquilibria, is a seasonal Miami Beach resident and is considered to be one of the major experts in the area of fitness.

 

The designer, Vito Di Bari, is also a seasonal resident in Miami Beach and has been defined as one of the three most important futurist in the world. Each of his MyEquilibria nature inspired structures have been designed to maximize muscle toning during workouts, combining the most effective exercises such as yoga, athletics, stretching, strength, gymnastics, calisthenics, boot camp and more. This high-end fitness equipment redefines the workout experience and will bring art and functionality to the beach. Furthermore, the installation of this provoking and refreshing artwork will be fully accessible to visitors and residents while being the first of its kind in a public park in the United States.

 

The installations proposed for Muscle Beach at Lummus Park are shown on Exhibit A. The installations are:
