COMMISSION MEMORANDUM

TO:Honorable Mayor and Members of the City Commission
FROM:Rafael E. Granado, City Clerk
DATE:October  13, 2021

SUBJECT:DISCUSSION REGARDING DESIGNATING CITY COMMISSION PARKING SPACES ON 17TH STREET IN FRONT OF CITY HALL TO USE AS A BALLOT DRIVE-THROUGH DROP-OFF LOCATION.

ANALYSIS

Florida law permits voters to return their Vote-by-Mail ballots into a secure Ballot Drop Box located outside the two Miami Beach Early Voting locations. Drop boxes are drive-up and are safe. The secure Vote-by-Mail drop boxes will be staffed by an early voting staff member for the days and hours early voting is available.

The City Clerk is requesting, as was done in 2020, to temporarily use the designated City Commission parking spaces on 17th Street in front of City Hall as the ballot drive-through drop-off location at City Hall. This area is optimal for this purpose because of its location on a frequently used street and the recessed parking spaces allow voters to submit their Vote-by-Mail ballots with minimal traffic interference.

This drop-off location will be open to receive Vote-by-mail ballots throughout the Early Voting period, October 18 - 31, 2021.The access to the USPS and FedEx drop boxes located at this site will not be obstructed.

A copy of the Early Voting Schedule for the November 2, 2021 Miami Beach General and Special Elections is attached.
