SUBJECT:REQUEST FOR APPROVAL TO ISSUE REQUEST FOR QUALIFICATIONS (RFQ) NO. 2022-042-WG WELLNESS SERVICES FOR ACTIVE EMPLOYEES AND FURTHER, AUTHORIZING THE MONTH-TO-MONTH EXTENSION OF THE EXISTING AGREEMENT WITH HARRIS, ROTHENBERG INTERNATIONAL, INC. DBA HUMANA WELLNESS, UNTIL A REPLACEMENT AGREEMENT IS EXECUTED AND THE SERVICES TRANSITIONED TO THE NEW PROVIDER.

RECOMMENDATION

It is recommended that the Mayor and City Commission of the City of Miami Beach, Florida authorize the issuance of Request for Qualifications (RFQ) 2022-042-WG Wellness Services for Active Employees and further, authorize the month to month extension of the existing agreement with Humana Wellness, until a replacement agreement is executed and the services have been transitioned to the new provider.

BACKGROUND/HISTORY

On October 26, 2016, pursuant to ITN 2015-112-WG, the City entered into an Agreement with Harris Rothenberg International Inc., dba Humana Wellness, to administer a wellness program for all eligible City employees and dependents.  The Agreement had an initial term of three (3) years, with City Manager option to renew for two (2) additional one-year terms.  The two (2) renewal terms were exercised and the Agreement is presently scheduled to expire October 25, 2021.

 

A wellness program is typically defined as an organized, employer-sponsored program that is designed to support employees as they adopt and sustain behaviors that reduce health risks, improve quality of life, enhance personal effectiveness, and benefit the organization’s bottom line.  The City seeks to establish a partnership with a qualified provider that facilitates the inherent nature of workplace wellness- a partnership between employer and employee.

SCOPE OF SERVICES

The City of Miami Beach wishes to receive proposals from qualified vendors to develop and implement a wellness program, defined as an organized, employer-sponsored program that is designed to support employees (and, sometimes, their families) as they adopt and sustain behaviors that reduce health risks, improve quality of life, enhance personal effectiveness, and benefit the organization’s bottom line.

·         SUBMITTAL REQUIREMENTS.  Please Reference Section 0300, RFQ 2022-042-WG Wellness Services for Active Employees (attached).

Following the receipt of proposals an Evaluation Committee will review proposals in accordance with the criteria established in the RFQ.

CONCLUSION

The City Manager recommends that the Mayor and Commission authorize the issuance of the RFQ 2022-042-WG Wellness Services for Active Employees.
