It is recommended that the Mayor and City Commission of the City of Miami Beach, Florida authorize the issuance of Request for Proposals (RFP) 2022-047-WG for a revenue-share agreement for parking garage advertising services.


Pursuant to Section 82-71 of the City Code, advertising signage may be installed within the city's municipal parking garage facilities. Such advertising signage may only be placed within the property line of the municipal parking garage facilities and only first floor advertising signage may be visible from the public right-of-way. However: (a) no advertising signage may be placed on a municipal parking garage facility facade, except at a garage entrance or exit, and (b) no advertising signage above the first floor may be placed in any location where such signage may be visible from the right-of-way.


On October 27, 2017, pursuant to RFP 2017-081-WG, the City entered into an Agreement with Alchemy Miami Beach, LLC to provide both interior advertising and advertising visible from the right-of-way for City parking garage facilities.  The Agreement had an initial term of three (3) years, that commenced on February 27, 2018, and ended on February 26, 2021.


While the Agreement allowed for two (2) one-year renewal terms, the City did not exercise the renewal options. Instead, the Mayor and City Commission directed the Administration to prepare an RFP for the services.


The purpose of the RFP is to seek proposals from qualified firms to manage a revenue generating advertising program for the City’s municipal parking garages. The successful firm will produce, install, and maintain all advertising fixtures and signage, and pay the City a negotiated share of the revenue it yields from the sale of advertising under the agreement.


The City shall require a portion of the advertising space to be dedicated to public service announcements (PSA) and any other purpose determined by the City Manager. All advertising shall comply with City regulations.


The contractor shall secure and manage advertising for nine (9) of the City’s municipal parking garages that would generate income to the City in a manner that does not create an overly-commercialized environment, and that are sensitive to existing restrictions in City Code.  Contractor will be responsible for 100% of capital and operational investment of signage installations, with portion of revenue to be shared with the City.


The contractor will be responsible for:

  • securing local and national advertisers;
  • managing advertising relationships;
  • billing and revenue collection;
  • managing the approval process (i.e. internal approval process as well as approvals from the city’s marketing and communications department);
  • production and installation of advertising;
  • maintenance of the advertising; and
  • installation of advertising fixtures, boards, static displays, backlit displays, etc.


A draft copy of RFQ 2022-047-WG is attached. Following the receipt of proposals an Evaluation Committee will review proposals in accordance with the criteria established in the RFQ. Following approval of selected contractor(s) by the City Commission, negotiations will be held to determine final scope, locations, sizes and revenue, as well as the City's percentage of space for PSAs. The final negotiated contract is subject to city commission approval.

Grant funding will not be utilized for this project.  This project is meant as a source of revenue for the City.
