SUBJECT:DISCUSSION REGARDING AN UPDATE ON PUBLIC SAFETY EQUIPMENT SUCH AS CAMERA TECHNOLOGY, LICENSE PLATE READERS, AND NOISE LEVEL MONITORS.

HISTORY:

The use of technology by the Miami Beach Police Department (MBPD) has had an undeniable positive impact on the Department’s operations. The Technical Services Section, assisted by the I.T. Department’s Mobile Techs and System Administrator, carries out and manages multiple projects and upgrades in support of the Department.

As requested by Commissioner Meiner at the July 21, 2021 Neighborhood and Quality of Life Committee (NQLC) meeting, below is an update to the July 2021 report on the Department’s current projects and operations.

ANALYSIS

CLOSE CIRCUIT TV (CCTV)/LICENSE PLATE READER (LPR) OPERATIONS

 

 North Beach

 

  • Construction work continues on the Beachwalk project covering 79th to 87th Streets
  • Planning and Design work is underway for Oceanside Park including CCTV

 

Mid-Beach

 

  • Construction is underway on the Beachwalk CCTV project covering 24th to 46th Streets
  • An LPR site in Mid-beach has nearly concluded construction. Equipment will be ready to install and configure within the next month

 

South Beach

 

  • Replacement of a CCTV/LPR site that was destroyed by a vehicle crash is underway and will be up and operational within a few weeks
  • One new LPR site has been identified and Police is working with Property Management and Public Works to have power connected. Once completed, the equipment will be installed and configured
  • Collins Park Garage CCTV project is nearly complete. Fine-tuning of camera views and system configurations by Police Tech Services is underway and the training of parking department employees has been scheduled

Citywide

 

  • Citizen Re-Entry Program – meetings with City Administration and the Fire, Transportation, and Parking Departments are on-going. Technical and logistical challenges are being addressed as development of a plan continues
  • Upgrades to the street lighting along Collins Avenue by FDOT has left four (4) CCTV sites inoperable. Tech Services is actively working with city, county, and state entities to remedy the issue
  • Tech Services continues making progress on the procurement of a citywide CCTV Integrator ($500,000 approved by Commission) to assist with the current surge in simultaneous CCTV projects


City Facilities

 

  • Police Tech Services is working with the Parking Department reviewing the submitted proposals to install CCTV in eight (8) city parking garages
  • City Hall, 1755 Building, Public Works Yard, Greenspace, and Flamingo Park (Pool and Tennis Center) all have CCTV projects that have moved forward and received quotes

POLICE APPLICATIONS

 

  • Development of a Clerk of Court Case Disposition System and fine tuning of the dashboard continues following requests to purchase specific data sets from the Clerk of Courts
  • Configuration and testing of a traffic citation and crash reporting platform continues on schedule
  • Handheld and vehicle radios have been acquired and police personnel training has begun
  • Live configuration and upgrades to the payroll and staffing platform are moving forward
  • Hiring of two (2) vacant Police Information Resource Specialist positions continues

CONCLUSION:
The Department continues to work through a long list of CCTV and LPR projects for both City facilities and public areas. Multiple software and database projects are also in various stages of completion. Despite significant demands on the Tech Services Section over the last year to include Spring Break, the Surfside building collapse and multiple high impact weekends, the MBPD has made and continues to make significant progress on its many technology projects.
