SUBJECT:DISCUSSING CRIME IN MIAMI BEACH

HISTORY:

Beginning in February 2018, Commissioner Gongora has requested the Neighborhood and Quality of Life Committee discuss crime in Miami Beach on a monthly basis.

ANALYSIS

Area Reports

South Beach
As the busiest area in the city, South Beach continues to lead in calls for service. Since the Miami Beach Police Department’s (MBPD) last crime update at the December 2020 NQLC meeting, the following list of proactive measures have been implemented by the Area Commander.

700 block of Washington Avenue (The Licking):

 

  • Parking along the east and west sides have been eliminated and lane delineators have been installed
  • A temporary light tower has been placed on the east side of the block illuminating the area
  • Heavy patrols have been increased to deter criminal activity and curb illegal double parking
  • An off-duty officer has been allocated on Friday and Saturday evenings at the Licking Restaurant

 

South of Fifth Neighborhood (SOFi)

 

  • A Motor Officer detail was assigned to address vehicular issues and traffic speeding
  • The SOFi area received additional patrol presence during busier days and times of the week as a supplement to the assigned SOFi officer
  • Residential Permits in Zone 5 (100 blocks) are being enforced
  • The Macarthur Causeway has continued enforcement by Motor Officers on traffic details that will increase and continue through Spring Break

 

The Art Deco Cultural District (ADCD)
The ADCD has remained the busiest and most challenging area of South Beach to patrol. The following list of proactive measures have been implemented by the Area Commander to address the challenges:

  • Temporary light towers were placed along Collins Avenue to illuminate darker areas and deter criminal activity
  • Parking was eliminated along the 700 to 1000 block of Collins Avenue on the east side as a measure to prevent illegal and double parking

 

Operation ADCD-Safe was carried out over a period of 60 days (refer to LTC 036-2021 for additional information)

 

  • The operation was composed of 28 police officers reassigned from different sections of the department responsible for the following:
    • 401 arrests, 18 of which were gun related with 22 firearms seized
    • 782 uniform traffic citations
    • 1,244g of marijuana, 35g of cocaine and 7g of MDMA were seized
    • Involvement in the closing of 22 area business in violation of city regulations
  • Due to the success encountered during the Operation’s initial 60 days, a second phase was assembled composed of uniform and undercover police officers to continue the proactive enforcement and noted improvements
  • Uniform personnel from the Miami Dade Police Department and the Multi-Agency Gang Task Force were recruited to assist on busier weekends

Mid-Beach

Since the December NQLC meeting, the following list of proactive measures have been implemented by the Area Commander:

 

  • Directed Patrol and Motor Squad officers were assigned to patrol and conduct speed enforcement throughout Mid Beach
  • Speed trailers and Variable Message Signs (VMS) were placed to warn drivers of overspeed and speed limits
  • Walking/police golf cart assignments have been deployed to enhance officer presence and increase visibility along the 41st Street business district
  • The Homeless Outreach Team has carried out daily visits throughout the area to address homelessness and other quality of life concerns

 

North Beach
Since the December NQLC meeting, the following list of proactive measures have been implemented by the Area Commander:

 

  • Walking/police golf cart assignments have been deployed to enhance officer presence, contact with businesses, and increase visibility throughout the business district, parking lots and high traffic areas
  • A police detail has been implemented at the UNIDAD Center to assist in patrolling during COVID-19 Vaccination operations
  • Increased patrolling of the North Shore Library parking lot and restrooms has been implemented to address quality of life concerns
  • The designation of a beat officer on the Beachwalk and the 71st Street commercial district
  • Increased traffic enforcement was assigned to Harding and Collins Avenues between 75th Street and 87th Street as well as 71st Street and Normandy Drive to enhance traffic law compliance and reduce collisions
