| SUBJECT: | DISCUSSION REGARDING IMPLEMENTING THE SAFER COMPASS PROGRAM IN THE CITY OF MIAMI BEACH. |

| Please place on the November 9, 2016 City Commission Agenda, a discussion item regarding the implementation of the Safer Compass Z.E.R.O. (Zone Emergency Response Operation) program in Miami Beach.
The Z.E.R.O. program was developed by the Safer Compass Foundation, a not-for-profit organization. The program was designed to enhance current emergency procedures in schools and other facilities following recent tragic events. The program’s applicability can be utilized in a variety of situations, i.e., active shooter, terrorist act, medical distress, missing child. It is a navigational aid designed to facilitate first responders on locating a critical area in an emergency situation by identifying the zone where the hazardous incident is located. It has been used in other cities and has performed impressively to improve interoperability, thereby reducing response time and enhancing communication.
Various introductory meetings have been carried out between the Safer Compass Foundation and City officials, the Miami Beach Police Department, the Miami-Dade School Board Police Department, the Department of Emergency Management, the Miami Beach Fire Department, area schools and community members. The program has been very positively received with communication and decreasing response time to emergencies being two of the vital priorities highlighted by our community. South Pointe Elementary School implemented the program, and it is therefore important to have all of our emergency personnel on board and trained on the program.
The purpose of this discussion is to determine if there is an interest in implementing the program at any of the City’s public facilities or properties.
