The Administration recommends that the Mayor and City Commission of the City of Miami Beach, Florida authorize the issuance of Request for Proposals (RFP) No. 2021-108-WG Health Care Benefits Consultant and further, authorize the month to month extension of the existing agreement with Gallagher Benefit Services, Inc, until a replacement agreement is executed.

On February 17, 2016, the Mayor and City Commission pursuant to Resolution 2015-29245, authorized negotiations with Gallagher Benefit Services, Inc.  The City executed an Agreement with Gallagher Benefit Services, Inc. on March 11, 2016, to assist the City Administration in determining the City’s employee benefit, actuarial support and analysis of the City’s self-funded medical and dental plans, reporting, market analysis, assist with Request for Proposal (RFP) for the City’s group medical, dental and voluntary benefits plans, assist with the interpretation and compliance of all legislation related to group health plans, and actuarial support for the group health and dental plans including GASB 45 filings.  The existing contract is scheduled to expire March 10, 2021.

By way of this Request for Proposals (RFP) the City of Miami Beach is seeking proposals from qualified firms to assist in its efforts to provide comprehensive and cost-effective benefit plans and programs to its employees and retirees.

SCOPE OF SERVICES

The City of Miami Beach is accepting Proposals for Health Care Benefits Consultant services.

·      SUBMITTAL REQUIREMENTS.  Please Reference Section 0300, RFP 2021-108-WG Health Care Benefits Consultant (attached).

·      CRITERIA FOR EVALUATION.  Please Reference Section 0400, RFP 2021-108-WG Health Care Benefits Consultant (attached).

Following the receipt of proposals an Evaluation Committee will review proposals in accordance with the criteria established in the RFP.

The cost of the related services are subject to funds availability approved through the City’s budgeting process. It is not anticipated that grant funding will be utilized for this project.
