SUBJECT:REFERRAL TO THE FINANCE AND ECONOMIC RESILIENCY COMMITTEE TO DISCUSS CONDUCTING A MOPED SHARING SERVICE PILOT WITH REVEL.

ANALYSIS

To achieve the City of Miami Beach's goal of becoming less car-centric by 2050, I am asking for the Finance and Economic Resiliency Committee to discuss engaging in a pilot with Revel. Revel is a moped sharing company that operates in Austin, New York City, Oakland, Washington, DC, and most recently in Miami. Now, Revel has approached the City of Miami Beach about becoming a transit partner. In Miami, Revel has a revenue share agreement with the Miami Parking Authority (MPA). From December 30, 2019 to February 26, 2020, Revel registered 10,900 active users who logged about 46,000 trips totaling 117,800 miles. In January and February, their revenue share with the Miami Parking Authority totaled $6,800 and $7,200, respectively. They expect those numbers to continue to grow since their user base has grown, on average 1,200 users per week. 

One significant benefit Revel would offer the City of Miami Beach is a 40% discount to Miami Beach residents that receive some sort of local, state, or federal assistance. Revel has a 5% revenue share with the MPA, so Miami Beach should expect a similar split. Under the partnership, the MPA allows Revel users to park in public parking spaces.  To ensure user safety, Revel outfits each moped with a storage compartment for two helmets and provides free lessons for new users.
