COMMITTEE MEMORANDUM

TO: Neighborhood/Community Affairs Committee Members

FROM:
Jimmy L. Morales, City Manager

DATE: May 20, 2019

SUBJECT:DISCUSSION ON THE POSSIBILITY OF INSTALLING TRASH BINS/SCULPTURES ON THE BEACH.

HISTORY:

During the March 22, 2019 FCWPC, the members agreed to allow the use of $300,000 of Cultural Arts Council funds to create temporary art installations.

On April 11, 2019, the Cultural Arts Council accepted that recommendation to allow the administration to utilize $300,000 from CAC, to install temporary art installations in Miami Beach.

On April 10, 2019, Commissioner Gongora referred the discussion of the installation of trash bins/sculptures on the beach to the Neighborhood/Community Affairs Committee for review.

ANALYSIS:

Tourism and Culture brainstormed with the CAC and various other City departments on what the first temporary art installation could be, and where it could be installed.

It was thought that the first installation should speak to the City of Miami Beach's resiliency and plastic free MB initiatives.  Tourism and Culture is currently working on a Call to Artists (attached) which will ask artists to come up with a structure that can serve as a recycling receptacle, to be placed directly on the beach, while bringing awareness to our environmental and resiliency / plastic free MB initiatives, but can also serve as a branding / instagrammable moment for tourists and residents.

Art and recycling go hand-in-hand. Artists are transforming old, recycled and reused objects into amazing pieces of contemporary art. The trend started gaining prominence in 1980s when museums and galleries opened their doors for such innovation and creativity.

In recent years, many artists have started expressing their support for recycling and sustainability through artworks where they merge traditional tone with contemporary themes creating attractive installation art that express local flavor and environmental sustainability.

We believe that this temporary installation will make people reconsider how important recycling is, and will make them take part in the initiative, as the installation will be interactive, and will shareable, by encouraging them to take a photo to build awareness about the City of Miami Beach's creative means of embedding recycling behaviors in our residents, tourists and their social media followers.

CONCLUSION:
The Administration is currently working on an initiative, with funding secured through the Cultural Arts Council, that will allow for a "Call to Artists" to propose a temporary artistic art element that utilizes a recycling receptacle, builds awareness of the City of Miami Beach Plastic Free MB / recycling initiatives, and serves as a branded / Instagrammable moment for residents and tourists.
