BACKGROUND:
At the December 12, 2018 commission meeting, a resolution was passed authorizing the City Manager to negotiate Change Order No. 3 of the Design-Build Agreement between the City and Ric-Man Construction Florida, Inc. for the West Avenue Phase II project. While entertaining this item, the City Commission also discussed the importance private seawalls in the West Avenue corridor, specifically addressing the role of private seawalls as a critical component of flood mitigation. The discussion extended to include all private seawalls within the City.

Public Works shares responsibility in the permitting and code enforcement of private seawalls, ensuring compliance with the City’s criteria. This criteria can be summarized as follows:

1. Newly constructed seawalls require a cap elevation of 5.7 NAVD
2. Seawalls undergoing significant rehabilitation and/or repairs require a cap elevation of 4.0 NAVD and require a structural design capable of accommodating a height extension up to 5.7 NAVD
3. Seawalls undergoing minor repairs are not required to be raised

As a result of this discussion, City staff was instructed to identify and assess private seawalls. At the Goals Conference held in January, the Mayor and City Commission also requested that staff investigate potential funding alternatives for the elevation of private seawalls.
Analysis
The first step is to complete a Citywide seawall elevation survey. Additionally, staff is working to identify funding options that will facilitate the elevation of private seawalls. These funding options may include private financing and/or public debt obligations.

The preceding is presented to the members of the SRC for discussion and further direction.
