| SUBJECT: | DISCUSS FUNDING FOR RAINBOW BRIDGE DURING MIAMI BEACH GAY PRIDE 2019. |

| The administration recommends the Commission to approve funding for the 'Rainbow Bridge' installation from the Resort Tax contingency fund, as it will promote the Miami Beach Pride festival, allow those in attendance to have an enhanced cultural experience, and will stand as a marketing and advertising tool to reach an international audience, to attract potential visitors for future Miami Beach Pride festivals. |

| | | | | | | | ANALYSIS
| At the January 23, 2019 Commission meeting, the Commission asked the administration to move forward with the installation of the 'Rainbow Bridge' at Miami Beach Pride.
The administration did not have confirmed costs at that time.
The Tourism and Culture department has worked with Pride, the 'Rainbow Bridge' team, and the production company who has installed this installation at previous Miami events to get confirmed costs and needs to meet the Commission’s request.
Due to the cost of this installation for a shorter period, the administration has brainstormed ways in which to make this installation reach a further crowd, than just the 140,000 people who will attend the Miami Beach Pride, and have come up with the following options:
- to meet ADA requirements, we will place a 360-degree camera on the top of the Rainbow that will stream a live feed to virtual reality headsets on the ground. Members of the public will be able to walk up to the rainbow and put on a headset and see the view, without having to wait in line, sign waivers, etc.
- we will host this live feed on the Arts & Culture website, where we will promote anyone in the world to 'check out the view of Miami Beach Pride, from the top of the Rainbow' to further our marketing reach, and hopefully let people see what an amazing event it is and travel to Miami Beach the following year.
- we will be setting up a photo experience, where members of the public can have their photo taken from the ground, under the rainbow and receive a digital photograph, which will be branded with Miami Beach Pride, and appropriate City and Pride social call outs (hashtags, websites, etc.). We expect the impressions on these socially shareable photos to reach 5,000,000+ people.
- members of the public will also have the ability to walk up and over the rainbow and see the views from the top.

Tourism and Culture will be able to show the Commission the return on investment, based on capturing data relating to physical persons in attendance at the festival, how many people interacted with the installation by climbing in, social shares of branded photo content via hashtag, and website traffic via the live stream.
If approved, the funding for this would come the Resort Tax Contingency Fund. |

| In conclusion, the administration feels that this installation would enhance the culture and marketing initiatives of the Tourism and Culture department. We feel that we can show the Commission the return on investment, based on capturing data relating to physical persons in attendance at the festival, social shares of branded photo content, and website traffic via the live stream. |
