A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER AND CITY CLERK TO EXECUTE A MIAMI-DADE COUNTY ISLAND CHIEFS REGIONAL MOBILE FIELD FORCE MULTI-AGENCY OPERATIONAL ASSISTANCE MUTUAL AID AGREEMENT WITH THE POLICE DEPARTMENTS OF THE FOLLOWING MUNICIPALITIES: 1) CITY OF SURFSIDE, 2) VILLAGE OF BAL HARBOUR, 3) TOWN OF BAY HARBOR ISLANDS, 4) TOWN OF GOLDEN BEACH, 5) CITY OF NORTH BAY VILLAGE, 6) CITY OF NORTH MIAMI, 7) VILLAGE OF KEY BISCAYNE, 8) CITY OF NORTH MIAMI BEACH.


ANALYSIS

A Field Force Unit is a select and specially trained unit designed to provide a rapid, organized, and disciplined response to civil disorders, crowd control episodes, or other emergency situations. The goal of such a unit is to maintain or restore public order in the safest and most efficient way.

 

The police departments of several municipalities, each having their own Field Force Units, have decided to join together and create a multi-jurisdictional unit known as the Miami-Dade County Island Chiefs Regional Mobile Field Force Unit (Regional Field Force Unit) intended to provide for operational assistance across jurisdictional lines within Miami-Dade County, Florida.

 

The goal is to join forces for a more efficient use of powers and resources in order to provide higher quality of law enforcement services to the public. More specifically, members of the Regional Field Force Unit, who would participate in common trainings, could request and render law enforcement assistance, utilizing their Field Force Units, to the other participating agencies during major spontaneous incidents, special events, or other law enforcement emergency situations necessitating assistance reasonably necessary to avoid or quell a major calamity affecting the safety of persons or property within Miami-Dade County, Florida.

 

The following agencies have agreed to join this Regional Field Force Unit and, have given the authority under Part 1, Chapter 23, Florida Statutes, “the Florida Mutual Aid Act,” are ready to execute the attached Miami-Dade County Island Chiefs Regional Mobile Field Force Multi-Agency Operational Assistance Mutual Aid Agreement. Additional agencies may join this Regional Field Force Unit at a later date by signing the agreement.

 

The City of Miami Beach Police Department

The City of Surfside Police Department

The Village of Bal Harbour Police Department

The City of Bay Harbor Islands Police Department

The Town of Golden Beach Police Department

The City of North Miami Police Department

The City of North Miami Beach Police Department

The City of North Bay Village Police Department

The Village of Key Biscayne Police Department

 

All participating agencies will contribute personnel and resources in support of the Regional Field Force Unit efforts, with the operations of the Unit being coordinated by the City of Miami Beach Police Department and representatives of participating agencies. Participating in this Regional Field Force Unit will not divert personnel and resources from the Miami Beach Police Department, except when there is an extraordinary emergency.  Miami Beach and all the participating municipalities will benefit from the training and availability of this Regional Field Force Unit should an emergency take place in their jurisdiction.

 

The MBPD is today requesting the Mayor and the City Commission to approve moving forward with this initiative and to authorize the City Manager and City Clerk to execute the Miami-Dade County Island Chiefs Regional Mobile Field Force Multi-Agency Operational Assistance Mutual Aid Agreement.
